Job Summary
This position is located in the Inspection and Compliance Administration of the Department of Buildings. The mission of the Department of Buildings is to is to protect the safety of residents, businesses, and visitors and advance the development of the built environment through permitting, inspections, and code enforcement. The Inspection and Compliance Administration (ICA) is responsible for the inspection of all buildings and structures within the District of Columbia to verify compliance with Property Maintenance and Construction codes and referenced standards as adopted by the District of Columbia. These include but are not limited to the International Building code, International Mechanical Code, International Fire Code, International Plumbing code, International Energy code, Americans with Disabilities Act, and the International Property Maintenance code. ICA also inspects all elevators and escalators as well as ensures compliance with the District of Columbia Zoning regulations. This position is responsible for performing the full range of work that involves ensuring that property owners or the representatives comply with housing and property maintenance codes. Assignments may entail working cooperatively with various other District inspection, compliance and enforcement personnel to address issues in District of Columbia neighborhoods.
Duties And Responsibilities
Participates and assists with inspections of substandard housing conditions, trash and debris, illegal use of property or premises, zoning, and issues related to properties with adequate heating and inadequate roofing protection, vermin infestation, lead based paint, etc. of residences in response to complaints and/or allegations from tenants of residential properties; homeowners; fire, police, and social services officials; and the public at large. Incumbents may participate in on-site inspections of foundations, framing, electrical, plumbing, mechanical systems, etc. for property maintenance purposes. Prepares written and electronic inspection reports listing required corrections based on inspection of substandard housing conditions. Issues notices of violation and notices of infraction when appropriate. Enters log data into Division's database/ electronic files. Maintains files that are legally defensible records of all inspections and code violations.
Qualifications And Education
Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skill and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have must equivalent to at least the next lower grade level in the normal line of progression.
Licenses and Certifications
Must possess and maintain a valid driver's license.
Must possess and maintain certification for ICC's International Property Maintenance Code (IPMC) within (12) twelve months of entry into the position. Certification must be maintained per ICC requirements.
Within twelve (12) months of hire must have obtained working knowledge of 12 G DCMR and the 2015 International Property Maintenance Code (IPMC) as well as other applicable administrative processes inspection procedures, codes, and regulations.
Working Conditions/Environment
Some work is performed in an office which is adequately heated, lighted, and ventilated, as well as in the field at residential properties. Otherwise, work is outside in varied weather conditions.
Field inspections may be performed in inclement weather, under adverse conditions, and in unusual places. Soil and mud may been countered when yards, vacant land and exterior structures are inspected. The incumbent occasionally encounters dust, solid waste, flooded areas, contaminated water, mold, mildew, and vermin during inspections.
Field inspections may be performed at construction sites; at many sites the incumbent is required to wear safety equipment such as a hard hat, eye protection, safety vest, hearing protection, and/or rubber boots. Normal safety precautions must be observed at all times.
