Job Summary

This position is located in the Department of General Services (DGS), Office of the Director, Division of Administrative Support. The Administrative Support Division is responsible for managing all phases of DGS's administrative management support operations, to facilitate the attainment of DGS' s goals and objectives. The Division is responsible for a variety of functions such as, financial management, human resources management, performance management, risk management, customer services, training, management analysis, IT services, communications, and related administrative services.

The incumbent is responsible for planning, monitoring, and effectively executing a variety of administrative programs and special projects, with particular emphasis on human resources areas such as employee relations, labor relations, and performance management. The work includes the interpretation of associated policies and legislation; and the development and the coordination of special projects and program improvements designed to monitor, assess and/or enhance the adequacy, effectiveness and level of compliance of agency human resources programs with governing guidelines throughout city-wide DGS operations.

Duties And Responsibilities

Reviews existing human resources policies, practices and processes to ensure consistency with union agreements and decisions of the Public Employee Relations Board. Serves as a technical expert with authority to represent the agency in dealings with national and local headquarters of unions, the Office of Labor Relations and Collective Bargaining (OLRCB), the Office of Employee Appeals (OEA), and the Office of the Attorney General (OAG) in connection with such matters as employee complaints and appeals, union representation issues and proposed policies related to administrative processes.

Assists the supervisor in managing the establishment and administration of the agency performance management functions. Works in close collaboration with the supervisor in the planning and conduct of organizational performance review studies to improve the utilization of human and other organizational resources; analyzes policies, practices, procedures, workload standards, and organizational structures; designs benchmark surveys and quantitative techniques to improve the productivity and quality of operations and build an effective workforce; prepares comprehensive recommendations aimed at resolving human resources and other organization issues; and develops and evaluates performance indicators and management reporting systems. Provides staff presentations on performance measurement and on organizational performance reviews, as well as, consultative services to agency representatives to improve productivity and delivery of services. Researches and prepares presentations concerning wage and benefit practices and trends; attends and participates in negotiations with employee organizations; and acts as management representative in contacts with union officials on matters pertaining to the administration and interpretation of contract and arbitration awards.

Qualifications And Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Work is usually performed in an office setting. Some fieldwork may be required.
