Job Summary

This position is located in the Department of Employment Services (DOES), Bureau of Compliance and Independent Auditing (BCIA), Office of Program and Provider Monitoring (OPPM). OPPM is responsible for conducting comprehensive, ongoing programmatic and fiscal reviews of all DOES federally and locally funded workforce development programs, ensuring compliance with all relevant laws and regulations. OPPM ensures DOES has a functional, comprehensive system to track, monitor, and guide self-corrective activities for its administered programs.

Duties And Responsibilities

Plans, develops, and conducts program analyses and reviews of moderate scale and the impact of program surveys, audits, and projects. Provides advisory services to operating or management officials based on research and analysis. Writes clear and concise audit reports sufficient to support conclusions about compliance status of programs and to withstand judicial review. May interview participants, gather information, collect evidence, and validate information.

Communicates information to management for effective evaluation of program operations and milestones. Analyzes, extracts, summarizes, and identifies significant trends and issues. Forecasts and estimates program requirements, and prepares justifications, graphs, statistical narrative and data for executive-level presentations and briefings. Performs research and data analysis to assess risk factors, identify high-risk areas, and develop actionable recommendations to guide audit activities. Reviews and interprets new and established directives, instructions, regulations etc. and delegations of authority for potential impact on audit objectives, operating policies, work operations and progress. Assures program and audit goals are clear and realistic. Prepares internal instructions, operating policies, procedures, guidelines, etc. concerning assigned programs and recommends required changes and adjustments to assure proper and adequate accomplishment of review goals and objectives.

Qualifications & Experience

  • Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

In addition, applicants must have specialized experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licensures and Certifications

Auditing certification such as ISO is preferred, but not required.

Working Conditions/Environment

The work is performed in a normal office setting.

Tour of Duty: Monday - Friday; 8:30am - 5:00pm

Pay Plan, Series and Grade: CS-0511-12

Duration of Appointment: Career Service - 13 Month Term

Collective Bargaining Unit (Non-Union): This position is not covered under collective bargaining.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
