Job Title: Accountant
Location: Oahu Island, HI
Duration: 6 Months
Duties and Responsibilities:
- Ensures adherence to laws, rules, regulations, policies, and guidelines relating to the procurement and contracting of services through consultation and technical assistance to Division supervisors and staff.
- Ensures timeliness throughout drafting, revision and finalization of documents during phases of the procurement and contracting, proposal review, rating and selection.
- Monitors progress in processing of contracts.
- Identifies appropriate document templates, forms, exhibits, and attachments (e.g., certifications, representations and assurances) required to meet funding and legal requirements.
- Develops and maintains Division procedures and systems for coordinating, scheduling, and tracking timely execution of contracts and contract amendments. Documents progress and generates status reports for managers and staff throughout the contracting process.
- Reviews contracts, appendices, and other required documents (i.e., reports, audits, certificate of insurance, tax clearance, etc.) to ensure compliance with applicable federal and State laws, rules, regulations and policies.
- Drafts, finalizes and obtains approval for all applicable forms, letters, and other documents requiring approval from external agencies.
- Coordinates contracting timetable with Division units, schedules electronic posting and publication/printing of documents (e.g., public notices, RFIs, RFPs, etc.), and documents follow-up responses to questions raised during orientation sessions.
- Reviews documents (e.g., RFPs, MOUs, MOAs, contracts, etc.) for accuracy and completeness prior to printing, assembly, routing, and execution. 2) Budget and Fiscal Support
- Gathers, compiles, verifies, and analyzes fiscal data for securing and administering public funds to maintain, expand, or improve substance abuse programs and services.
- Drafts for supervisor review: instructions, procedures, and forms for service providers//' budget proposals, including requirements for justifications, fiscal reports, and allotment schedules.
- Reviews proposal budgets, justifications, and program narratives for accuracy and completeness; initiates corrective actions as appropriate.
- Assists in reviewing audit reports and develops recommendations on service providers//' accounting practices.
- Conducts fiscal analyses of additions, deletions and changes throughout the development and preparation of Program Planning and Budgeting System (PPBS) documents for the Opioid Settlement Project budget.
- Prepares drafts of documents, including but not limited to budgets, allocations, expenditures, and obligations for contracted services; budget justifications; and variance reports.
Skills/abilities:
Education and Experience:
- Skill in integrating administrative management services with day-to-day Division operations.
- Skill with computer spreadsheet applications and financial data analyses; word processing, database and graphics software applications desirable.
- Ability to read and comprehend complex technical materials, write reports, organize work, express ideas orally and in writing, and use analytical methods and tools; to maintain confidential files and records, and to apply knowledge in reviewing and completing administrative (i.e. procurement, contracting, fiscal, personnel, etc.) assignments.
- Ability to organize and analyze information and develop sound conclusions; establish and maintain effective working relationships with representatives of public agencies, community-based organizations, and individuals.
Education and Experience:
- Bachelor//'s degree from an accredited four (4) year college or university with major in a business administration, public administration, behavioral or social science, or other related field.
- One and one-half years of professional analytical work which involved gathering, evaluating, and analyzing facts to resolve problems or to determine and recommend appropriate courses of action.
- The experience must have demonstrated the ability to elicit information orally and in writing, apply problem solving methods and techniques, prepare written documentation of findings and recommendations, formulate alternatives for action based on laws, rules, regulations, policies and procedures, and prepare concise reports.
