The Management and Program Analyst (GS-09) serves as a critical analytical resource within the Mental Health & Behavioral Science Services at the Bay Pines VA Healthcare System. This complex organization consists of more than 260 employees dedicated to providing specialized care for patients with psychiatric, psychological, and social disorders.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Quantitative and Qualitative Analysis: Ability to apply analytical methods and techniques to evaluate the effectiveness and efficiency of clinical service programs.
- Data Management and Mining: Proficiency in using various databases (such as VSSC, CPRS, FileMan, SQL, and CDW) and software (Microsoft Access, Excel, Visio, and SharePoint) to extract and manage data.
- Performance Measurement: Expertise in managing and analyzing data related to productivity, quality indicators, and clinical performance measures like EPRP and Quality Indicators.
- Process Improvement: Experience applying LEAN methodologies and leading process improvement groups to enhance organizational efficiency.
- Workload and Productivity Evaluation: Knowledge of implementing data collection protocols for workload analysis, including the use of Relative Value Units (RVUs) and labor mapping.

Major Duties
- Data Analysis & Performance Monitoring: Performs quantitative and qualitative analysis to evaluate the effectiveness of Mental Health Outpatient and MHRRTP programs. Monitors Quality Indicators, EPRP, and other service-level performance measures.
- Productivity & Labor Management: Oversees labor mapping for over 200 providers, ensuring Relative Value Units (RVUs) are appropriately assigned and that providers are mapped according to VA directives.
- Reporting & Presentation: Develops and prepares recurring statistical reports for the Chief of MH&BSS and Executive Office. Translates complex data into meaningful information for stakeholders.
- Training & Consultation: Provides ongoing training to clinical providers on documentation, workload capturing, and performance measures.
- Database Management: Designs and maintains customized databases and registries to support benchmarking of financial, patient, and workload data.
- Process Improvement: Leads or facilitates process improvement groups using LEAN methodologies to resolve operational problems.
- Compliance & Auditing: Conducts "deep dives" and audits of encounter and consultation data to ensure compliance with CARF, Joint Commission, and OIG standards.
- Policy Development: Analyzes new directives and policies to determine their impact on MH&BSS operations and assists in formulating local automated data processing policies.

Responsibilities:
