Summary

The Director of Capital and Construction Strategic Operations provides strategic leadership and operational oversight for capital planning, construction, and renovation initiatives across the College. Reporting to the Vice President of Capital, Construction and Facilities, the Director manages a diverse portfolio of projects, oversees consultants and internal teams, and ensures alignment with institutional priorities, regulatory requirements, and State of Ohio capital planning processes. The position plays a critical role in advancing continuous improvement, implementing innovative tools and technologies, strengthening governance and standards, and serving as a key liaison among College leadership, campuses, and external partners to deliver high-quality, efficient, and sustainable capital outcomes.

Essential Functions

  • Provides strategic leadership and oversight for the planning, development, and execution of a portfolio of small- to medium-scale construction, renovation, and capital improvement projects across the College. Some of which may span several years.
  • Collaborates with internal College stakeholders to plan and manage grant-funded projects that include construction, renovation, or capital equipment components, ensuring compliance with regulatory requirements and appropriate cross-functional communications.
  • Directs, coordinates, and reviews the work of external consultants, architects, engineers, and contractors on assigned projects to ensure scope, schedule, budget, and quality objectives are met.
  • Leads departmental initiatives to design, implement, and refine business processes that promote continuous improvement, operational efficiency, and best practices in capital and construction management.
  • Directs and oversees department-related software implementations and enhancements, including systems supporting capital planning, project management, and facilities operations.
  • Develops and implements artificial intelligence (AI) process protocols to enhance departmental workflows, data analysis, and decision-making, in alignment with College policies and governance.
  • Serves as an executive liaison between the department and College leadership, campuses, and external stakeholders, as delegated by the Vice President.
  • Develops executive-level documents, reports, and communications supporting major construction phases, capital initiatives, and stakeholder engagement.
  • Researches, evaluates, and recommends emerging trends, technologies, and best practices in the construction, facilities, and capital planning industry.
  • Serves as a departmental liaison with peer two-year and four-year higher education institutions to share best practices and benchmark performance.
  • Collaborates with the Vice President to develop, update, and submit College capital plans and related documentation as required by the State of Ohio.
  • Acts as the departmental point of contact for legal, risk management, compliance, and insurance matters related to capital and construction activities.
  • Monitors state and federal legislation, regulations, and policy changes impacting construction and facilities; coordinates with College stakeholders to implement required changes.
  • Leads pre-renovation planning efforts, including needs assessments, feasibility analyses, timelines, and cost projections.
  • Works closely with the Vice President and Executive Director of Facilities to advance strategic initiatives and align capital and construction activities with institutional priorities.
  • Reviews, documents, and implements College-wide standards, guidelines, and procedures for buildings, renovations, and capital construction projects.
  • Perform other duties as assigned.

Required Qualifications

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in a related field.
    • Significant and directly related professional experience may substitute for formal education.
  • Minimum of seven (7) years of progressively responsible professional experience that includes project management, strategic planning, and business process improvement.
  • Demonstrated experience supervising staff and/or project teams, including planning, assigning, scheduling, and evaluating the quality of work.
  • Proven ability to make informed decisions with significant operational, financial, or organizational impact.
  • Demonstrated effectiveness in applying analytical and problem-solving skills across complex and dynamic situations.
  • Working knowledge of State of Ohio capital funding procedures, policies, and project delivery methods.

Target Starting Salary Range: $85,000 to $95,000

The final offer for the successful candidate is targeted to fall within this range, but will be based upon an assessment of internal equity, the unit’s available budget, and the candidate’s qualifications in relation to the minimum and/or preferred job requirement(s).

Special Note: f hired, you must reside in the state of Ohio and be within commuting distance of this work location/campus to respond to onsite work demands upon the employment start date and throughout the duration of your employment with the College, as outlined in 3354:1-40-01.1 Recruitment and Selection Procedure .
