Summary
Recruits, researches, interviews, screens, and refers job candidates for job openings by performing the following duties.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Confers with management and supervisors to identify personnel needs, job specifications, job duties, qualifications, and skills.
- Develops and maintains network of contacts to help identify and source qualified candidates. Initiates contact with possibly qualified candidates for specific job openings.
- Reviews applications and interviews applicants to obtain work history, education, training, job skills, and salary requirements, and to provide information about the organization and position.
- Screens and refers candidates for additional interviews with others in organization.
- Develops recruitment programs such as brochures about the organization and its opportunities. Writes and places job advertising in various media.
- Develops and coordinates internal job posting program and writes job postings. Coordinates participation in, sets up display, and works at job fairs.
- Develops and maintains contacts with colleges and universities and other public/private organizations to find and attract applicants.
- Makes public presentations at schools, organizations, and job fairs regarding the organization and opportunities.
- Utilizes Internet online recruiting sources to identify and recruit candidates.
- Provides information on company facilities and job opportunities to potential applicants. Performs reference and background checks on applicants.
- Coordinates communications with applicants.
- Files and maintains employment records for future references.
- Maintains and supports Creative Options' "Vision," "Mission," and "Motto" statements.
- Ensures consumers' rights are protected and that regulations related to safety and health are maintained in accordance with agency and licensing standards.
- Maintains ethical and competent consumer relationships and delivery of services.

Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience - Associate's degree (A. A.) or equivalent from two-year college in business or human services field plus two years related experience or equivalent combination of education and experience.
Language Skills - Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills - Ability to add and subtract two-digit numbers and to multiply and divide with 1O's and 1OO's. Ability to perform these operations using units of American money and weight measurement, volume, and distance.
Reasoning Ability - Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Safety and Training Requirements - Must successfully complete all agency training requirements within first 90-days of employment and maintain required training re-certifications.
Certificates, Licenses, Registrations - Valid Maryland driver's license with good driving record.
Other Skills and Abilities - Knowledge of anti-discrimination employment laws.
Computer Skills - To perform this job successfully, an individual should have knowledge of Internet software and Word Processing software.
