Position Summary:
The scope of the proposed services will include the following:
- Lead integration activities between agencies and third-parties with the OTS Enterprise Architecture environment
- Provide quality assurance reviews as requested by management
- Provide assistance to management with budgeting and development and refinement of cost allocation for all EA lines of service.
- Assist OTS customer agencies with development of federal and state financial reporting.
- Provide subject matter expertise on applicable agency systems and technologies.
- Assist OTS in the evaluation of new technologies.
- Lead or assist OTS in the review of technical documentation.
- Other duties as assigned by the executive team.
Expertise and/or relevant experience in the following areas are mandatory:
- Applicant must have a minimum of five (5) years’ experience with the OTS Enterprise Architecture environment.
- Applicant must have a minimum of twenty (20) years’ experience with technologies used within the State of Louisiana systems.
- Applicant must have a minimum of fifteen (15) years project management experience.
- Applicant must have prior experience with large-scale state Enterprise Architecture systems serving multiple governmental agencies.
- Applicant must have experience with rate setting, cost allocation and invoicing.
- Applicant must have experience with determining and establishing line of service costs.
- Applicant must have experience with health and human services applications such as those used for the Medicaid, SNAP/TANF, Child Welfare, Child Support and Child Care Licensing programs.
- Applicant must have experience drafting Advanced Planning Documents, Advanced
- Planning Document Updates, Implementation Advanced Planning Documents and Cost Allocation Plans.
Expertise and/or relevant experience in the following areas are desirable but not mandatory:
- Applicant should have experience administering and managing large volume projects.
- Applicant should have experience managing task orders.
- Applicant should have at least six (6) years’ experience performing these duties in largescale Enterprise Architecture environments
- Applicant should have experience drafting Request for Proposals.
- Applicant should have experience with Java and .net development.
