Project Management Specialist

Ute Pass Regional Health Service District (UPRHSD) is seeking a Project Management Specialist to support grant-funded projects and strategic initiatives that strengthen emergency medical services, community paramedicine, mobile integrated healthcare, telehealth, fleet and facility improvements, and other District priorities. This full-time, exempt position is grant funded and anticipated to continue for up to five years, ending five years from the date of hire or when grant funding ends, whichever occurs first.

Under the direction of the Deputy Chief of Strategic Innovation, the Project Management Specialist will coordinate project plans, schedules, budgets, documentation, vendors, contractors, stakeholders, and deliverables. The position works closely with District leadership, operational staff, grant management partners, community partners, and external agencies to help ensure projects are completed on time, within budget, and in alignment with UPRHSD’s mission and service commitments.
The ideal candidate is an organized, collaborative, and proactive project professional who enjoys coordinating complex initiatives with many moving parts. They are comfortable balancing timelines, budgets, reporting requirements, vendor communications, and stakeholder expectations while maintaining accuracy, professionalism, and follow-through.

A successful candidate will bring strong communication skills, sound judgment, attention to detail, and the ability to build productive relationships across departments and with outside partners. Experience in public safety, healthcare, EMS, local government, special districts, grant-funded programs, or capital projects is highly desirable, but most important is the ability to take ownership, solve problems, and keep projects moving forward in support of the communities served by UPRHSD.
Minimum Qualifications
  • Bachelor's degree in business, public administration, healthcare administration, project management, or a related field (equivalent combination of education and relevant work experience may be considered).
  • One (1) year of progressively responsible demonstrated experience coordinating projects, budgets, or programs, ideally within EMS, healthcare, public safety, or local government.
  • Strong organizational and time-management skills, with the ability to balance multiple concurrent projects.
  • Excellent written and verbal communication skills for working with District staff, vendors, and community partners.
  • Proficiency with standard office, scheduling, and project-tracking software.
  • Valid Colorado driver's license and ability to travel within the District's service area.

Preferred Qualifications
  • Project Management Professional (PMP) certification or similar credential.
  • Experience with grant administration and reporting for public safety or healthcare organizations.
  • Familiarity with special district governance and Colorado local government operations.
  • Background in EMS, fire service, or healthcare operations.
Additional Information
  • Schedule: This position is based at UPRHSD Administration, 1017 E. US Hwy 24, Woodland Park, Colorado, with periodic in-district travel. The position generally follows normal business hours; however, schedule flexibility and occasional work outside normal business hours may be required to accommodate meetings, vendor schedules, Board sessions, project deadlines, or operational needs.
  • Grant-Funded Position: This is a grant-funded, limited-term position anticipated to continue for up to five (5) years. Continued employment is contingent upon the availability of grant funding and ongoing program and operational needs. The position may end earlier if grant funding is reduced, discontinued, or otherwise becomes unavailable.
