CalECSE is seeking a highly qualified and collaborative Special Education Program Specialist to support Local Educational Agencies (LEAs) and County Offices of Education (COEs) implementing Early Start (Part C) services for infants and toddlers ages birth to three. The Program Specialist will provide statewide technical assistance, professional learning, coaching, and resource development focused on improving compliance, timely transitions from Part C to Part B services, inclusive practices, family engagement, and overall program quality. Responsibilities include supporting Communities of Practice, responding to LEA inquiries, assisting with implementation of monitoring expectations and quality standards, supporting development of improvement strategies, and collaborating on statewide resource and data tool development related to Indicator 12. The ideal candidate will have extensive experience in early childhood special education, Early Start/Part C implementation, program leadership, and collaboration with LEAs, COEs, and interagency partners. Strong communication, organizational, and systems improvement skills are essential. Must have any credential authorizing teaching special education or authorizing service as a school psychologist, and five years of experience in special education pertinent to this assignment.
