This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management Agency. The anticipated life of the employment list is six months. Current vacancy is with the Resource Management Agency located in Visalia. The anticipated life of the list is six months.

Typical Duties

  • Coordinate the agency safety program with the County-wide safety program.
  • Assist Agency in implementing required elements of the County’s Injury and Illness Prevention Program.
  • Assist Agency in investigating reported hazards and the cause of accidents, illnesses and exposures and make recommendation for appropriate preventive action.
  • Review traffic control in construction/maintenance zones on county roads and ensure compliance with existing safety program standards.
  • Conduct on-site investigations of accidents to determine cause and develop a means of preventing recurrence. Gather facts and data, interview witnesses and write briefings, reports and memorandums.

Minimum Qualifications

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education:

  • Graduation from an accredited college or university with a bachelor’s degree in human resources, organizational development, public or business administration, or closely related field.

Experience:

  • Three (3) years progressively responsible experience in the administration of employment and job safety programs.

Education Equivalency:

  • Equivalent to completion of the twelfth grade and directly related program-specific experience in human resources program developing curriculum, teaching, training, or closely related field may be substituted on a ratio of one (1) year specific experience equivalent to one (1) year of education, up to four (4) years total.

Knowledge Of:

  • Federal and State safety laws (CAL/OSHA), Labor codes, motor vehicle codes, and Caltrans Traffic Manual.
  • Principles and techniques of administration including planning, organizing, and loss prevention coordinating activities.
  • Principles and techniques of accident prevention and individual safety.
  • Research methodology.
  • Principles, practices and applicable federal, state, and local laws of public personnel administration and organization.
  • Research methods and techniques.
  • Basic statistical analysis and methods of report preparation.
  • Departmental functions, services, organization and operations of the County.
  • Equal Employment Opportunity principles’ and guidelines.
  • Classification job analysis, recruitment and selection train in and related techniques and principles application to a public personnel system.

Skill/Ability To:

  • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
  • Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
  • Effectively plan, organize and coordinate loss prevention program activities such as defensive driving, new employee orientation, and supervisors’ safety programs,
  • Read and interpret applicable Federal and State codes and County ordinances and apply them effectively in establishing and/or maintain safety and loss prevention programs.
  • Compile data and analyze factual information relating to loss control and make appropriate recommendations for corrective action.
  • Conduct safety training courses.
  • Conduct investigation of the cause of accidents evaluate results and recommend preventive measures.
  • Establish and maintain effective working relationship with County management personnel, employees, and the public in carrying out sound safety management policies.
  • Prepare studies and reports.
  • Develop written policies and procedures.
  • Analyze personnel system related organizational and administrative situations.
  • Communicate clearly and concisely, verbally and in writing.
  • Properly interpret and make decision in accordance with applicable laws, regulation and policies.
  • Read, interpret and apply procedures to lay persons and negotiate solutions to problems with others.
  • Organize work and set priorities to complete assignments by established time frames.
  • Retain and recall a wide variety of information to address management problems and situation.
  • Follow complex written and verbal instruction.
  • Maintain systematic and accurate records.
  • Use patience, tact and courtesy in dealing with people under various circumstances and under emotional stress.

License Or Certificate:

  • Possession of, or ability to obtain, an appropriate, valid California driver's license.

DESIRABLE EMPLOYMENT STANDARDS

Knowledge Of:

  • Applicable State and Federal statutes and regulations, local ordinances, policies, and rules related to the County.
  • Current Agency policy and programs.
  • Other County departments to obtain services need by the department.

Licenses And Certificates:

  • Certified Safety Professional certificate.

Conditions of Employment

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

The information listed is a general summary of benefits. These provisions do not constitute an expressed or implied contract and are subject to change.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:

2 weeks per year (0-3 years of service)

3 weeks per year (3-7 years of service)

4 weeks per year (7-11 years of service)

5 weeks per year (11 years of service)

Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

Career Incentive Pay

Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation – 52, earn additional pay according to the schedule below. Excludes Fire Battalion Chiefs.

Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company.

Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
