What are the responsibilities and job description for the Payroll Specialist position at County of Schuylkill?
GENERAL SUMMARY: Under direction of the Controller, oversee the payroll process, obtain and file IRS documents, pay withholdings, prepare monthly, quarterly, and annual forms. To be a liaison between Human Resources and the Controller’s Office.
DUTIES AND RESPONSIBILITIES:
· Obtain the various initial employment forms with respect to payroll. (IRS, Banking, etc.)
· Maintain both computer and physical file for each employee
· Oversee in a proactive manner the county’s payroll process.
o Manage exceptions
o Manually compute paychecks if the need arises
· Plan, coordinate, and apply judgment with compliance with Federal, State and Local Tax Withholding Compliance
· Prepare check requests and warrants to pay withholdings
· Prepare monthly, quarterly, and annual forms for Federal, State and Local Agencies such as 941, W3, etc.
· Korn Ferry Valuations: Reconcile Bank statements for retirement.
· Korn Ferry Retirement Fund financial statements.
· Use technology to submit reports to various agencies.
· Attend seminars/conference as may be directed by the County Controller in order to advance the county in payroll procedures
· Prepare various schedule and audit work papers with regards to payroll and accruals for the annual County Audit
· Perform additional compliance and audit work as directed by the Controller
· Journal entries/warrants.
JOB SPECIFICATIONS:
A bachelor’s degree in accounting and experience, with indicates possession of the skill, knowledge and abilities for this position is preferred.
· Thorough knowledge of Tax Code provisions affecting County government
· Thorough knowledge of county department policies and procedures
· Thorough knowledge of accounting and spreadsheet computer applications
· Computer skills in Word, Excel, and the ability to adapt to use in-house software
· Leadership, decision making, problem solving, analytical, critical thinking and interpersonal skills.
· Ability to examine complex problems, consider several courses of action and make recommendations.
· Ability to examine financial recordkeeping activities and reports, detect errors and formulate a corrective plan of action
· Ability to interpret complex technical regulations and make logical applications to current payroll process
· Ability to prepare accurate financial schedules and forms
· Ability to understand statistical concepts and perform advanced mathematical calculations
· Ability to communicate in oral and written form
· Ability to interact and maintain relationships with upper level management
· Ability to sit and use hands to operate computer keyboard for extended periods of time
Work is performed independently in normal office surrounding with extensive use of hands for computer spreadsheet and word processing applications. Traveling to satellite office locations and for conferences during and after normal business hours is occasionally required. A moderate amount of bending and stooping is required and lifting up to 25lbs. Work is performed with frequent interruptions.
Pay: $16.45 - $32.05 per hour
