Department of Purchasing and Contracting (DPC) is offering a hybrid teleworking plan for interested employees!!


The Department of Purchasing and Contracting (DPC) is responsible for the purchasing of all goods, materials and services for the County of San Diego. DPC ensures the competitive process is used for best price and highest quality while conforming to purchasing regulations and emphasizing excellent customer service practices. DPC has been continuously recognized nationally, and has received the National Procurement Institute's Achievement of Excellence in Procurement Award for the 14th consecutive year in a row.

Assistant Procurement Specialists purchase supplies, services, food, and equipment in the required quantity and quality; obtain goods and services via contracts utilizing competitive procurement processes such as formally advertised request for bid and request for quotations; negotiate and award non-competitive procurements and perform related work. Under direct supervision, incumbents learn to perform progressively more responsible and difficult purchasing of supplies, equipment and services.

Hiring Process and Timeline
The timeline for this recruitment is outlined below. 

  • Interviews, Job Offers and Background Process will begin in July 2026. (Current County employees may be exempt from the background process.) 
  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
  • Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

Minimum Qualifications

  1. An associate's degree from an accredited U.S. college or university, or certified foreign studies equivalency in business administration, accounting, finance, marketing, economics or a closely related field; OR,
  2. Two (2) years of progressively responsible buying experience, purchasing a variety of commodities and services in a service industry or public agency; OR,
  3. Possession of a C.P.P.B, A.P.P, C.P.M., C.P.P.O., C.P.C.M., or C.A.C.M. certificate in purchasing/procurement management, as described under Certification/Registration.

Conditions of Employment

As part of the County of San Diego’s pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position. Current County employees may be excluded from this process.


Evaluation

The names of qualified applicants will be placed on a six (6) month employment list based upon scores received during the evaluation of information contained in their employment application and supplemental questionnaire. Please ensure all information is complete and accurate as the responses you provide on the supplemental application questionnaire will be reviewed using an automated evaluation system. If you are successful in the initial screening process your application will be reviewed individually to confirm that the information you provided is accurate and qualifying.
