Job Purpose:
Manages the Lexington County fuel system, and all associated processes including procurement, associated support system tools, and coordination of fuel site repairs and maintenance. Ensures County compliance of all Federal, State, DHEC, and EPA underground storage regulations and maintains yearly certification. Manages the Lexington County Motorpool vehicles and all associated support processes.
Essential Duties and Responsibilities:
· Manages the competitive bid and procurement process for fuel. Obtains daily fuel quotes from County approved fuel suppliers. Monitors fuel inventory status for eight fuel sites. Analyzes daily fuel requirements based on various criteria. Initiates Supplier Bid Award Communication to participating vendors which highlights lowest bidder in all fuel categories and associated order awards. Reconciles fuel invoices to price quotes and follows up on all required corrective actions including pricing inconsistencies, delivery site errors etc. Reconciles fuel accounts and all associated maintenance/repair balances with Banner. Maintains documentation records including price quotes, orders, inventory data, supplier bid awards and comprehensive quote packages.
· Provides system maintenance and support for fuel related systems. Responsible for maintaining data integrity, proper operation, system upgrades and initiating and coordinating maintenance and repair of the Fuelmaster and Veeter Root fuel management and inventory systems.
· Manages Motor Pool vehicles. Confirms availability of budget funding to cover expected expenditures. Tracks and documents fuel and mileage expenditures and prepares monthly accounting reports for Finance. Responds to all user maintenance requests and takes appropriate corrective action including initiating repair requests, tracking repairs to completion and scheduling interim transportation. Schedules routine maintenance of all motor pool vehicles. Maintains vehicle registrations, tags and appropriate level insurance coverage.
· Responsible for the vehicle and financial data integrity in the FASTER Management System. Completes data updates pertaining to fuel related expenditures. Enters background/contact information for new vendors. Ensures all vehicle data is put into the system correctly. Utilizes the FASTER databases to generate work orders, update labor records, confirm associated pricing, maintain/update part min/max quantities, and to verify order receipts.
· Prepare monthly and quarterly financial reports for Finance. Communicate financial data in verbal and written formats. Answer questions and extract data required for special organizational reports as requested.
· Reconciles fuel related invoices to ensure invoice reflects the correct information. Monitors department budget accounts utilizing Banner accounting system to ensure adequate funds are available and communicates deficiencies. Identifies invoice discrepancies, contacts appropriate vendor for corrective action and tracks all required changes to resolution. Creates and maintains Fleet fuel procurement logs.
· Completes and files timesheets and timecards and serves as the back-up in the absence of the Administrative Assistant.

Working Conditions / Physical Requirements:
