Job Description

General Statement of Duties

Provides supervision and training of staff who provide direct and/or indirect services to clients in the Adult Services area, including Adult Protective Services, which are legally mandated for disabled adults who are believed to have been abused, neglected, or exploited and unable to obtain essential services and are without able, willing, or responsible persons to assist them in acquiring these essential services. This position will perform responsible professional and technical work managing, directing, coordinating, and supervising the timely and appropriate delivery of Adult Services to elderly or disabled adults.

Distinguishing Features of the Class

An employee in this class is responsible for providing management and supervision in the delivery of Adult Services (Adult Protective Services, Guardianship, Adult Care Home Licensing & Monitoring, Adult Day Care/Health Certification & Monitoring, In-Home Aide Services, Placement, Special Assistance In-Home Services and Individual & Family Adjustment Services). Work is performed under the regular supervision of the Deputy Director.

  • Organizes and directs social work activities within state and federal guidelines, standards, and regulations through weekly conferences and case consultation on a daily basis for particularly difficult cases.
  • Duties relate to case assignment, coordination of work flow, case review and consultation.
  • Staff Training, resolving problems, and ensuring that quality services are provided to the community.
  • Designs, implements and monitors workflow of the unit to ensure the delivery of quality services to elderly and/or disabled adults.
  • Provides clarification of policy and procedural guidelines to social workers and the community, as needed.
  • Sets priorities and goals for the unit staff.
  • Recommends candidates for hire to the Program Administrator/Deputy Director and Director.
  • Provides orientation to new hires as-well-as ongoing training to unit staff.
  • Evaluates the work of staff through observation, written materials, regularly scheduled individual conferences and conducts performance appraisals; counsels, as necessary, for unacceptable job performance; recommends disciplinary action to Program Administrator and/or Deputy Director; works with staff to develop corrective action plans.
  • Makes recommendations regarding budget items, including staff positions and training expenses.
  • Monitors staff expenses, including Adult Day Care/Health contract, Day Sheets and travel expenses.
  • Ensures reports of abuse, neglect and/or exploitation are received and evaluated in a timely manner in compliance with NC General Statutes.
  • Works with the Program Administrator and or Deputy Director to analyze the unit to maximize effective service delivery and to implement changes as needed.
  • Interprets policy.
  • Assesses the unit’s workflow and staff coverage to determine appropriate structure and identify unmet needs.
  • Reviews casework and documentation for compliance.
  • Adheres to federal, state, county and department’s policies, rules and regulations.
  • Flexible hours may be necessary to meet the needs of the agency.
  • Supervisor will provide consultation and direction after hours and on weekends (alternating schedule with other SWS) to the DSS-on call social worker staff with regard to adult services as it is necessary.
  • Must often work with complex and involved family dynamics, emotional disorders and mental illnesses that client may have; and address crisis as they arise-on almost a daily basis.
  • This position performs supervision to staff during On-Call for after-hours, weekends and holiday coverage for Adult Services and disaster related duties and shelter openings
  • Performs other duties as assigned.

Recruitment and Selection Guidelines

Knowledge, Skills and Abilities

  • Extensive knowledge of the NC General Statutes governing adult abuse, neglect and exploitation.
  • Thorough knowledge of methods and principles of social work administration and supervision.
  • Ability to assess and evaluate human problems and needs.
  • Considerable knowledge of laws, regulations and policies governing adult services.
  • Considerable knowledge of social work principles and methods and their application to specific casework and community problems.
  • Ability to set goals, supervise, train and evaluate staff performance.
  • Must have excellent communication skills, both written and verbal.
  • Considerable knowledge of other internal programs and community agencies; ensures staff are making appropriate referrals for clients.
  • Ability to plan, organize and structure services and programs.
  • Ability to establish and maintain effective working relationships with other units in the department, other County departments and outside Local and State agencies.

Physical Requirements

  • Must be able to physically perform the basic life operational support functions of standing, walking, fingering, grasping, talking, hearing and repetitive motions.
  • Worker performs light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • Worker is required to have close visual acuity to prepare and analyze data and figures, work on a computer terminal and perform extensive reading.
  • The worker is subject to both environmental conditions: Activities occur inside and outside.
  • The worker is in contact with potentially infectious bodily fluids during the performance of his/her duties.
  • The worker is subject to various types of insects, rodents and animals (fleas, roaches, mice, dogs, etc.)

Education and Experience

  • Master’s degree in social work from an appropriately accredited institution and two years of directly related experience; or a bachelor’s degree in social work from an appropriately accredited institution and three years of directly related experience; or a master’s degree in a human services field from an appropriately accredited institution and three years of directly related experience; or a bachelor’s degree in a human services field from an appropriately accredited institution and four years of directly related experience; or a bachelor’s degree from an appropriately accredited institution and five years of directly related experience; or an equivalent combination of education and experience.

  • A combination of education and considerable experience as a Social Worker in Adult Services preferred.

Licenses and Certifications

  • Valid North Carolina Driver License.
