What are the responsibilities and job description for the Landfill Manager position at COUNTY OF BROWN?
JOB REQUIREMENTS: Supervises and directs the South Landfill day to day
operations, environmental compliance, landfill diversion and resource
recovery programs, methane gas collection and destruction system,
collection and delivery to landfill gas beneficial use co-generation
facility. Performs related duties including, but not limited to,
determining personnel, required materials, and equipment needs,
preparing cost estimates, supervising personnel, developing and
enforcing site policies, performing special waste approvals and waste
load inspections, etc. This position manages significant departmental
functions, including personnel issues, financial reporting and tracking,
contract management, budget and capital improvement plan preparation,
business transactions with customers, procurement of goods and services,
and maintenance of permits and certifications. Manages maintenance of
grounds and equipment at the landfills, coordinates related engineering,
construction and environmental monitoring projects; plans long term
solid waste handling goals and strategies and represents the County
relative to adopted policies. Essential Duties Oversees daily landfill
operations, construction, and work activities Direct supervision of
landfill personnel and operation. Manages schedule for Waste Transfer
Station and Landfill heavy equipment operators. Responsible for the
closed East and West Landfills. Plans, develops and enforces policies
and procedures for the South Landfill to ensure smooth daily operations.
Develops and writes heavy equipment specifications and assists in the
evaluation and selection of equipment; oversees maintenance and monitors
environmental data and plans activities to comply with state
regulations. Develops and ensures adherence to safety plans and
procedures. Assists in the evaluation and selection of County employees
or contractors. Supervises engineering consultants and construction
contractors during planning, design and construction of landfill related
projects. Represents Brown County and promotes county policies and
procedures to the public; acts as a liaison to municipalities, citizens
and government agencies; projects a positive and professional image of
Brown County. Assists the Director in preparation of the annual budget
for related landfill expenses. Provides technical assistance in
analyzing conditions and compiling information. Interacts and
coordinates with public/private agencies and contractors for landfill
related services. Develops requests for quotes and scope of services
related to environmental monitoring services, landfill
expansion/development, and diversion of materials from the landfill.
Performs routine facility maintenance inspections. Reviews for accuracy
annual report submittals and plan of operation modifications to the
Wisconsin Department of Natural Resources. Identifies, corrects, and
implements remedial action plans regarding landfill operational
compliance inspections and areas of concern. Manage leachate hauling and
delivery to unloading locations. Manage relationship with Town of
Holland and compliance with Host Community Agreement. Reviews landfill
gas insuring gas quantities and qualities are being delivered
consistently to collection facility. Adjust gas well field as needed
through direct oversight of Resource Recovery Technicians. Coordinates
the weigh scale operation and certain administrative functions,
including daily scale reports and record keeping. Performs weigh scale
operator duties on an emergency basis. Assists purchasing, accounts
payable and accounts receivable processing related to the landfill.
Administers the special waste program. Schedules and coordinates
contract maintenance of equipment by outside vendors. Performs testing
and monitoring and compiles and maintains records regarding performance
of systems. Performs other duties as assigned. MATERIALS AND EQUIPMENT
USED: Compactors, Dozers, Front- nd Loaders, Roller, Sweeper, Excavator,
Off-Road Trucks, snowplows, skid steers and other landfill equipment

DEMANDS: Lifting 30 pounds maximum with frequent lifting and/or carrying
of objects weighing up to 25 pounds. Intermittent standing, walking and
sitting with occasional driving. Occasional bending, twisting,
squatting, climbing, reaching and grappling. Communicating orally in a
clear manner. Distinguishing sounds at various frequencies and volumes.
Distinguishing people or objects at varied distances and under a variety
of light conditions. Withstanding temperature changes in the work
environment. Ability to tolerate exposure to cold, heat, noise,

techniques (preferred). Knowledge of general office procedures.
Knowledge of and ability to utilize a computer and the required
