What are the responsibilities and job description for the Children, Youth & Families Manager position at COUNTY OF BROWN?
JOB REQUIREMENTS: Performs administrative and management functions to
plan and coordinate programs and teams in Child Protective Services,
Youth Justice, Child and Adolescent Behavioral Health, and Shelter Care,
and related child and family systems of care. The Children, Youth &
Families Manager works under the direction of the Community Services
Administrator. Essential Duties Plans, organizes and develops of a
comprehensive and responsive system of Child Protection, Youth Justice,
Child and Adolescent Behavioral Health, Shelter Care and community based
care. Facilitates the establishment of a clear vision, operating
principles, goals, objectives and performance measures for assigned
programs and services, continuously seeking means of improving
operations and making recommendations for needed changes and
improvements. Remains abreast of and assures the application of evidence
based and best practices in assigned areas and monitors the
effectiveness of programs and services. Selects, assigns, trains,
supervises and evaluates subordinate unit supervisory and other assigned
staff; assures coordination, consistency and collaboration in service
delivery. Acts as liaison and maintains positive relations with other
department units, community and state groups, and agencies. Prepares
grant applications and pursues new funding initiatives in line with
strategic department goals and objectives. Develops and recommends
policy and position statements for assigned programs. Evaluates and
recommends if mandated services are provided directly through department
staff members, through a regional collaborative, or contracted
providers. Participates in and facilitates the development of purchase
of service contracts, performance and outcomes measures, and oversees
utilization management in assigned areas. Maintains awareness of
federal, state, and county laws and regulations, local requirements and
policy impacting funding and service delivery. Assures compliance of
assigned programs and staff with federal, state, and other regulatory,
licensure, and accreditation standards. Completes required state,
federal and local reports with regard to unit activities and funding.
Coordinates the preparation, utilization and monitoring of a unit budget
and participates in the annual department budget process including
presentations at Board and Committee meetings as needed. Serves as unit
contact in responding to consumer related complaints and employee
grievances. Makes recommendations for, coordinates and implements
procedures for staff training. Assists with the Emergency Support
Function (ESF) 6 implementation of programs and services to aid victims
of an emergency or disaster. Tracks displaced persons and facilitates
family reunification efforts. Facilitates access to a centralized
disaster welfare information system to allow displaced persons to
communicate their status to family and friends. Participates in training
and exercise/drills to prepare for and respond to emergencies and ESF
responsibilities. Also participates in after action sessions to identify
strengths and opportunities of the response to a given emergency or
disastrous event. May review and approve billing invoices. May keep

management. Ability to monitor the selection, assignment, and
performance of professional and other personnel. Ability to apply
principles of supervision, management, leadership, teaching, directing,
coaching, planning, coordinating and controlling. Knowledge of services
provided by local public and private agencies and organizations.
Knowledge of various professional disciplines and interrelationships of
services working in the areas of child and family systems of care.
Knowledge of principles of budgeting and revenue enhancement. Knowledge
of youth justice and court services. Knowledge of and the ability to
utilize a computer and the required software. Ability to evaluate the
effectiveness of assigned programs and services. Ability to exercise
sound judgment, decisiveness and creativity in sensitive circumstances
and in situations involving the direction, control, and planning of unit
programs. Ability to establish and maintain effective working
relationships with staff, other county agencies, departments, providers
and the public. Ability to utilize reference, descriptive, consulting,
and advisory data and information such as client and employee
grievances, program proposals and contracts, performance appraisals,
research literature, and state and federal laws. Ability to perform mid
to upper-level data analysis including the ability to coordinate,
strategize, systematize and correlate, using discretion in determining
time, place and/or sequence of operations within an organizational
framework. Requires the ability to implement decisions based on such
data, and overseeing the execution of those decisions. Ability to
utilize reference, descriptive, consulting, design and advisory data and
information such as client grievances, program proposals and contracts,
performance appraisals, and State and Federal Statutes. Ability to
communicate orally and in writing with Community Services Director and
management staff, clients and community agency representatives. Ability
to perform basic mathematical operations, descriptive statistics and the
