Key Responsibilities
Financial Counseling & Client Support
- Provides one-on-one financial counseling to Service Members, retirees, and families
- Develops personalized:
- Budgets
- Debt reduction strategies
- Financial plans
- Educates clients on:
- Credit management and interest impacts
- Major financial decisions (homes, vehicles, education)
- Retirement systems (TSP, BRS)
- Maintains strict confidentiality and compliance with client privacy requirements
- Identifies clients at risk of financial hardship or instability
- Coordinates referrals to:
- Military relief organizations
- Financial institutions
- State and federal assistance programs
- Conducts follow-ups on urgent cases within required timelines
- Delivers financial education briefings and workshops
- Conducts outreach with community and military organizations
- Supports events such as:
- Drill weekends
- Yellow Ribbon events
- Family readiness programs
- Prepares and maintains current training materials aligned with client needs
- Delivers required financial readiness training in accordance with DoD guidance
- Supports lifecycle financial education for Service Members
- Ensures timely delivery of training requests
- Tracks and reports client engagement and service delivery metrics
- Prepares monthly reports with:
- Trends and analysis
- Recommendations to leadership
- Supports analysis of financial readiness trends across units
- Bachelor’s Degree from an accredited institution
- One of the following certifications:
- Certified Financial Planner (CFP®)
- Chartered Financial Consultant (ChFC®)
- Accredited Financial Counselor (AFC®)
- Minimum 3–5 years of experience in financial counseling, coaching, or advising
- Strong knowledge of:
- Budgeting and debt management
- Credit systems and financial risk
- Retirement planning concepts
- Experience supporting military personnel or government programs
- Familiarity with:
- Thrift Savings Plan (TSP)
- Blended Retirement System (BRS)
- VA home loans and military pay systems
- Experience delivering group training or public speaking
- Background in behavioral financial counseling or financial readiness programs
- Ability to obtain and maintain:
- Common Access Card (CAC)
- Favorable background investigation
- Completes required DoD training (IA, OPSEC, etc.)
- Works on military installations and complies with all access requirements
- Primary duty location in Salem, OR
- Travels to armories and military sites across Oregon
- Telework may be authorized with Government approval
- Maintains flexibility to support outreach events
- Demonstrates strong interpersonal and counseling skills
- Builds trust with diverse populations
- Maintains a high level of integrity and professionalism
- Operates as a self-starter with strong organizational skills
- Translates complex financial topics into practical, actionable guidance
