Position Overview
This position will support the administration and sustainment of enterprise Learning Management Systems (LMS), specifically Blackboard and Army Training Information System (ATIS), in support of Army Distributed Learning operations. The role combines system administration, course lifecycle management, user support, and training enablement to ensure reliable delivery of blended and distance learning programs aligned with Programs of Instruction (POI).
Personnel will serve as technical subject matter experts (SMEs) responsible for system performance, course configuration, user access control, instructor support, and LMS optimization. The position will also provide training, reporting, and recommendations for system enhancements across the training enterprise.

Key Responsibilities
LMS Platform Administration
- Administer ATIS and Blackboard LMS platforms supporting Army distributed learning environments
- Create, configure, and maintain LMS course shells in accordance with Army naming conventions
- Manage the full course lifecycle, including creation, delivery support, sustainment, and archival
- Align course frameworks with approved Programs of Instruction (POI) and blended learning requirements
- Monitor LMS system performance, stability, and availability
- Provide Tier II/III technical troubleshooting for LMS-related issues
- Resolve hardware/software compatibility issues impacting LMS functionality
- Coordinate with enterprise IT teams to resolve system or network integration issues
- Train instructors, course managers, and developers on LMS tools and capabilities
- Provide onboarding training for new LMS users
- Support instructors during course delivery and training events
- Manage user accounts, enrollment, and role-based access controls
- Process enrollment, disenrollment, and authorization requests
- Serve as primary point of contact for LMS access management
- Monitor LMS usage metrics and training participation
- Produce reports supporting training readiness and system performance
- Provide recommendations for system and process improvements
- Safeguard controlled training materials and testing content
- Enforce access controls and user permissions
- Ensure compliance with Army distributed learning policies and cybersecurity requirements
- Coordinate LMS updates and system changes with ATSC and stakeholders
- Evaluate emerging learning technologies and enhancements
- Support implementation of approved system upgrades
- Active SECRET security clearance
- CompTIA Security (IAT Level II) certification (required for privileged system access)
- Microsoft MD-101 (Endpoint Administrator) certification or equivalent Computing Environment (CE) certification required to obtain and maintain elevated network privileges
- Minimum of 2 years of experience administering Learning Management Systems (e.g., Blackboard, ATIS, Moodle, Canvas, or similar enterprise LMS platforms)
- Experience supporting distributed learning or digital training environments
- Experience with user account administration, enrollment management, and role-based access controls
- Ability to troubleshoot LMS system performance, content management, and access issues
- Experience supporting instructors or training organizations using LMS technologies
- Experience supporting Army or TRADOC training organizations
- Familiarity with ATIS, ATRRS, or Army distributed learning systems
- Experience with Blackboard administration or enterprise LMS management
- Experience supporting blended learning or digital course delivery environments

Salary : $85,000 - $105,000
