Job Title: Facilities Estimator / Pricing Analyst
Summary
The Facilities Estimator / Pricing Analyst prepares accurate cost estimates and pricing proposals for facilities management, maintenance, and construction services, supporting business development and operations in both government and commercial contracts.
Key Responsibilities
Cost Estimating & Pricing
Prepare detailed cost estimates for janitorial, grounds, HVAC, electrical, plumbing, and general repair services.
Develop pricing models for fixed-price, time-and-materials (T&M), and cost-reimbursable contracts.
Analyze labor, materials, equipment, subcontractor, and overhead costs.
Solicitation & Proposal Support
Review RFPs, RFQs, IFBs, and Statements of Work (SOW/PWS) to determine scope and pricing requirements.
Collaborate with proposal managers to develop compliant and competitive pricing volumes.
Ensure alignment with government regulations including FAR/DFARS where applicable.
Market & Cost Analysis
Conduct market research for labor rates, subcontractor pricing, and material costs.
Maintain and update cost databases, historical pricing, and estimating tools.
Perform price-to-win analysis and competitive assessments.
Technical Coordination
Work with operations, project managers, and subject matter experts to validate assumptions and staffing plans.
Perform site visits (as needed) to assess conditions impacting pricing.
Documentation & Compliance
Prepare detailed cost narratives, basis of estimates (BOE), and pricing breakdowns.
Ensure proposals are accurate, auditable, and compliant with client requirements.
Qualifications
Bachelors degree in Construction Management, Facilities Management, Business, Finance, or related field (or equivalent experience)
37 years of experience in estimating or pricing for facilities services, construction, or government contracting
Strong knowledge of facilities operations (e.g., maintenance, custodial, mechanical systems)
Experience with federal, state, or municipal contracting preferred
Familiarity with FAR, Davis-Bacon Act, and Service Contract Act (SCA) wage determinations
Skills & Competencies
Advanced Excel proficiency
Strong analytical skills with keen attention to detail
Ability to manage multiple deadlines
Clear written and verbal communication skills
Preferred Experience
This position is exempt under the FLSA and not eligible for overtime pay.

- Experience with estimating software (e.g., RSMeans, Costpoint, or similar tools)
- Office-based with occasional site visits
- May require extended hours during proposal deadlines.
