General Functions:
The Cultural Advisor provides Alaska Native cultural lessons and enrichment activities for Alaska Native and American Indian youth enrolled in CITC programs. This position teaches cultural lessons throughout the year in various Youth Education Department programs, fostering cultural identity and preserving traditional knowledge. Working in partnership with our people, the Cultural Advisor develops opportunities that fulfill our endless potential by connecting youth to their heritage and cultural practices. The role serves as a vital bridge between traditional Alaska Native culture and contemporary education, supporting CITC's mission to ensure youth have access to cultural learning opportunities that strengthen their identity and connection to community.
 
Duties and Responsibilities:

Cultural Advisor I

  • Assist with developing culturally appropriate enrichment camp sessions that engage youth in traditional Alaska Native practices and knowledge.
  • Prepare and deliver cultural lessons to school-based programs, ensuring content is age-appropriate and culturally authentic.
  • Support recruiting and enrollment efforts for camp sessions, engaging with families and community members.
  • Coordinate with department peers to develop, implement, and teach cultural lessons across various programs.
  • Organize and implement relevant cultural activities for K-12 students enrolled in the Anchorage School District.
  • Assist CITC staff with integrating culture into lesson plans and educational units.
  • Collect and maintain data on camp participation and cultural programming outcomes.
  • Establish rapport with CITC departments, school administrators, and teachers to develop partnering opportunities.
  • Support scheduling, planning, and implementation of cultural training for school and CITC staff.
  • Promote Youth Education and other CITC programs within schools and communities.
  • Participate in scheduled CITC meetings, committee meetings, and community meetings as requested.
  • Assist with providing cultural awareness workshops for CITC staff and participants as needed.
  • Maintain confidentiality according to regulations, policies, and procedures.
  • Perform all related duties as needed and assigned.

Cultural Advisor II

  • Perform all duties and responsibilities of Cultural Advisor I with a higher level of proficiency.
  • Plan and prepare for camps with guidance from Cultural Advisor III.
  • Lead recruitment and enrollment of students into camps with appropriate supervision.
  • Conduct pre- and post-assessments of students' language and literacy skills.
  • Develop and maintain CITC department-approved communication venues including social media and website content.
  • Compile and distribute activities calendars and permission slips to youth and families.
  • Collect and compile program data for Cultural Advisor III review and reporting.

Cultural Advisor III

  • Perform all duties and responsibilities of Cultural Advisor I and II with an advanced level of proficiency.
  • Develop comprehensive culturally appropriate enrichment camp sessions and curriculum.
  • Schedule, plan, and implement cultural training programs for school and CITC staff.
  • Serve as mentor and trainer for Cultural Advisors I and II within the department.
  • Bridge Youth Education Department with organization-wide cultural enrichment initiatives.
  • Ensure consistent cultural services, programs, and processes across all Youth Education programs.
  • Track program expenses and assist with budget management under Program Manager guidance.
  • Ensure timely submission of all internal and external program reports to Program Manager.
Job Specifications:
  • Strong knowledge of Alaska Native community and culture with ability to teach traditional practices.
  • Demonstrated experience working with direct services involving Alaska Native families.
  • Excellent verbal, written, and interpersonal communication skills.
  • Demonstrated ability to motivate and engage youth in cultural learning activities.
  • Knowledge of youth services within Anchorage School District and educational systems.
  • Strong organizational and leadership skills with ability to manage multiple priorities effectively.
  • Demonstrated ability to work independently with minimal supervision.
  • Excellent analytical and problem-solving skills with cultural sensitivity.
  • Demonstrated ability to work as an active participant in a team environment.
  • Ability to work a flexible schedule as needed for camps and cultural events.
  • Knowledge of general community needs and appropriate public resources.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
Minimum Core Competencies:

Minimum Qualifications:
  • Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.

Cultural Advisor I

  • One (1) year experience in community outreach, public relations, language, culture, or relevant field.

Cultural Advisor II

  • Two (2) years' experience in community outreach, public relations, language, culture, or relevant field.

Cultural Advisor III

  • Associate's degree in the field of language, culture, education, or related field. Relevant work experience may substitute for education requirement on a year-for-year basis.
  • Five (5) years of experience working professionally with Alaska Native youth and families with demonstrated knowledge of their values and belief systems.
Preferred Qualifications:
  • Previous experience in the language, culture, education, or related field.
  • Experience working with Tribal organizations or within American Indian communities.
Physical Requirements:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  • Good manual dexterity.
  • Standing for prolonged periods of time.
  • Must be able to lift up to 50 pounds frequently, by utilizing proper lifting techniques and working in a safe manner.
  • The ability to wear the appropriate PPE.
  • Frequent bending, stooping, and reaching, kneeling, crouching, crawling.
  • A good sense of spatial awareness.
  • Exposure to moving mechanical parts, vibration, dust, noise level.
  • Must be able to handle heavy materials and tools.
