What are the responsibilities and job description for the Coordinator of Human Resources position at Conroe Independent School District?
Assists in the effective operation and management of District human resources functions so that quality staffing and practices are maintained. Assists in directing and managing the district’s human resources activities to ensure legally sound and effective personnel management practices.
- Assist in the management of the daily department operations in Human Resources – including, but not limited to, attendance and daily work schedule.
- Promote and plan the district application, recruitment, selection, and retention program. Determine employment eligibility.
- Oversee the substitute system.
- Plan, evaluate, and administer equal employment opportunity provisions, and work cooperatively with others to ensure compliance with federal and state personnel laws and regulations.
- Provide training and in-service to employees and supervisors as appropriate.
- Assist in the daily management of the HR/Technology applications, including the applicant tracking system, Winocular, Eduphoria Strive, E-Separations, Internal Jobs, and the department website.
- Assist in planning and attending job fairs.
- Use management practices that promote collegially, teamwork, and collaborative decision making among staff members.
- Provide for an effective two-way communication channel with staff, District employees and community.
- Ensure that personnel operations contribute to the attainment of District goals and objectives.
- Ensure that the employee handbook is created, updated annually, and distributed.
- Assist in evaluating job performance of department staff to ensure effectiveness.
- Monitor the maintenance of personnel records as required by the Texas Education Agency and Board policies and prepare necessary reports.
- Administer and oversee the orientation program for new employees within Human Resources.
- Collect survey data from other school districts and provide related district data to other educational organizations, as necessary.
- Manage the District’s unemployment compensation claims.
- Assist in the development of revisions to the Department’s contribution to the District Improvement Plan. Facilitate frequent evaluations of the Department’s progress toward achieving Goal 3 of the District Improvement Plan.
- Develop and maintain employee job descriptions.
- Serve as a liaison between the Human Resources Department and the Auxiliary departments.
- Work cooperatively with principals, departments, and staff.
- Use information and insights provided through assessment instruments, the District appraisal process, evaluative feedback from line supervisors, and professional development programs to improve performance.
- Participate in professional development activities to maintain current knowledge of human resource rules, regulations, and practices.
- Articulate the District’s mission to the community and solicit its support in realizing the mission.
- Demonstrate awareness of District/community needs and assist in initiating activities to meet those identified needs.
- Maintain confidentiality of information.

- Three years successful teaching experience
- Three years of successful administrative experience
Education/Certification:
- Master’s degree
- Administrator certificate
- Instructional Leadership Training (ILT) or Advancing Educational Leadership (AEL)
- District approved teacher appraisal system
Special Knowledge/Skills:
- Working knowledge in the selection, training, and supervision of personnel
- Effective communication skills for dealing with applicants, staff, and public
- Ability to exercise judgment in decision making
- Knowledge of wage and salary, benefits, and employee communications programs
- Knowledge of school employment law and hearing procedures
- Ability to use personal computer and software to develop spreadsheets, databases, and do word processing
- Ability to interpret policy, procedures, and data
- Ability to manage budget and personnel
- Strong communication, public relations, and interpersonal skills
SUPERVISORY RESPONSIBILITIES: Assist in supervising and evaluating the performance of Human Resources office staff
Mental Demands/Physical Demands/Environment Factors: Maintain emotional control under stress. Occasional district and statewide travel; occasional prolonged and irregular hours.
