Property Manager – Affordable Housing

About the Role
We are seeking an experienced Property Manager to oversee an affordable housing community in High Point, NC. The ideal candidate will have strong experience in HUD programs, affordable housing compliance, property operations, budgeting, marketing, occupancy management, and rent collections.
This position is responsible for maintaining the physical, financial, and regulatory integrity of the property while providing exceptional service to residents and leading an effective on-site team.
Key Responsibilities
- Manage the day-to-day operations of the property while maintaining high standards for physical, financial, and program compliance.
- Maintain favorable occupancy through creative marketing, effective leasing strategies, and proactive vacancy management.
- Drive timely rent collections and manage delinquencies and bad debt.
- Ensure the exclusive use of state-specific HUD forms and documents within the property management software.
- Manage resident recertifications, rent increases, utility allowance changes, occupancy levels, and other HUD program requirements.
- Monitor and control operating expenses while maintaining resident satisfaction and property performance.
- Prepare for and coordinate REAC/agency inspections, Management and Occupancy Reviews (MORs), investor site reviews, and other regulatory inspections.
- Ensure compliance with the Affirmative Fair Housing Marketing Plan and Resident Selection Criteria.
- Oversee resident selection and leasing procedures in accordance with applicable HUD and Fair Housing requirements.
- Prepare and submit required reports, including:
- Weekly marketing reports
- Delinquency reports
- Occupancy reports
- Bad debt/write-off reports
- Expense and financial reports
- Other management and compliance reports as required
- Monitor property performance and implement strategies to improve occupancy, collections, resident satisfaction, and financial results.
- Hire, train, supervise, and develop on-site employees.
- Assist with employee performance evaluations and provide coaching and performance improvement counseling when needed.
- Foster a positive, professional community environment and serve as a strong leader for the property team.
Qualifications
- 2 years of college or 5 years of related property management experience preferred.
- Proven experience in affordable housing and HUD programs strongly preferred.
- Knowledge of HUD compliance requirements, resident certifications/recertifications, Fair Housing requirements, and affordable housing regulations.
- Experience with property management software and business applications, including Microsoft Excel, Word, Outlook, and online database systems such as RealPage.
- Strong budgeting, organizational, analytical, communication, and leadership skills.
- Ability to manage multiple priorities while meeting deadlines and regulatory requirements.
- Demonstrated ability to work effectively as a member of a team committed to building strong, successful communities.
- Excellent customer service and resident relations skills.
Preferred Certifications
Candidates with one or more of the following certifications are strongly preferred:
- CPM – Certified Property Manager
- CPHM – Certified Public Housing Manager
- LIHTC – Low-Income Housing Tax Credit
- COS – Certified Occupancy Specialist
Candidates must have, or be willing to attain, applicable certifications such as:
- Certified Occupancy Specialist (NCHM)
- Tax Credit Specialist (NCHM)
- C3P (Spectrum)
Licenses & Certifications
- Real Estate License, as required by the state.
- State-specific Property Manager License, as required by applicable law.
- Required property management certifications must be maintained or obtained within the applicable timeframe.
