Job Summary:
Economic Development Analyst manages data for the Economic Development Program throughout the entire information lifecycle. Provides strategic research, analysis, and interpretation that supports key economic development strategies and initiatives, as well as organization goals when appropriate. Develops plans, reports, strategies and presentations, as well as works with various stakeholders, including developers and business owners, to achieve economic growth.
Essential Functions:
- Performs a variety of complex research and strategic analysis supporting the Tribe’s economic development programs, strategies, goals, and objectives.
- Identifies barriers and opportunities for economic growth.
- Analyzes opportunities for technical and financial feasibility and conformance with federal and state rules, regulations and guidelines, bonds, etc.
- Researches, analyzes and develops a data base to determine economic climate for such issues as marketing trends, building sites, operating costs, taxes, transportation, natural resources, labor markets, utility costs, community factors, raw materials, revenue forecasting, etc.
- Researches and analyzes economic development issues including legislation, policies, annual reports and other correspondence, and prepares response to information requests from the public and private sectors.
- Evaluates and implements effective data management and visualization tools based on industry standards and best practices.
- Gathers, conducts, analyzes, and interprets research, making recommendations based on the data, and providing research results in a form that can be interpreted and understood by appropriate stakeholders.
- Builds automated pipeline(s) to collect, analyze and present information and make it easily accessible to internal and external stakeholders.
- Automates recurring analysis and building reusable processes to speed up future analysis.
- Builds financial and economic impact models in support of economic development decision making.
- Navigates undocumented and new data sources, consistently delivering accurate data.
- Prepares reports, proposals, and presentations on economic development issues.
- Provides support to department management in recommending and implementing policies, guidelines, and procedures with consideration of federal, state, Tribal and local laws, regulations, policies, and procedures in order to ensure compliance.
- Develops, prepares, and implements economic development strategic plan and other short¬ and long-term strategic goals, plans, and initiatives to support the analysis for feasibility of projects, determination of financial impacts, and formulation of project recommendations.
- Works with developers, businesses, and other stakeholders to promote economic growth.
- Designs, organizes, markets and presents tours, seminars, workshops, meetings, banquets, conferences, etc., to promote economic development activities.
- Represents the Tribe as liaison to private businesses, public agencies, business groups, and public and private associations in support of the Tribe’s economic development projects and plans.
- Acts as representative on committees, interagency task forces, and special projects providing expert guidance and support.
- Coordinates efforts and information with Tribal departments and staff to identify, attract, retain, and assist economic development projects and initiatives.
- Assists with management of budgets, grants, and contracts related to economic development.
- Monitors and tracks economic development projects and initiatives.
- Stays informed about current trends and innovations in the field of economic development.
- Maintains records and prepares reports and correspondence related to the work.
- Drafts bid packets and requests for proposals for economic development needs.
- Performs a variety of other duties as assigned by supervisor.
Education, Experience, and Licenses:
- Requires a Bachelor’s Degree in Economic Development, Data Science/Analytics, Computer Information Systems, Economics, Urban Planning, Finance, Business or a closely related field and a minimum of two (2) years of related experience.
- OR equivalent combination of education, training and experience.
Driving Requirements:
- Must maintain a valid Oregon driver’s license or obtain one upon hire, qualify for the Tribe’s vehicle insurance, and provide proof of personal vehicle insurance.

- Requires the demonstrated ability to maintain discretion and confidentiality.
- Experience with records retention, report writing, and accurate documentation required.
- Must be able to develop and maintain cooperative and professional relationships with employees and all levels of management to include representatives from other departments, business owners, stakeholders, municipal leaders and outside organizations.
- Requires excellent written and oral communication skills both in receiving and relaying information including the ability to relay technical and complex concepts and present them in a way that can be understood by others who are not experts in those areas.
- Ability to engage with empathy, patience, tact and professionalism in challenging interactions is a fundamental requirement of this role.
- Must have working knowledge and proficiency in use of office equipment.
- Must have proficiency in Microsoft Office products.

- Ability to analyze complex and technical financial and economic reports, projects, research papers, periodicals, etc.
- Ability to develop and administer program policies, procedures, and guidelines.
- Must be able to use judgment in the analysis of facts and circumstances surrounding individual problems or transactions in determining actions to be taken within the limits of policies and procedures.
- Must be able to independently plan, organize and manage work without direct supervision.
- Requires the ability to work in a fast-paced and challenging environment with multiple, changing priorities, while delivering quality service within strict time limitations.
- Knowledge of and sensitivity to Native American culture required.
Environmental Factors and Conditions/Physical Requirements:
- Continually requires the ability to express or receive detailed information or important instructions through oral communication.
- Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
- Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
- Occasionally requires lifting of up to 40 pounds.
- Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
- May be called upon to serve as a Disaster Reservist during emergencies.
- This position is frequently subject to inside environmental conditions, which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
- Local travel is occasionally required. Travel outside of the state is infrequently required.
