THE POSITION

Step into a meaningful role as the Human Services Program Representative 1 with the Department of Human Services. This position gives you the chance to support community mental health programs and help strengthen services across the region. You will work with counties, providers, and partners to improve quality, compliance, and outcomes. Join a team that makes a real difference for individuals and communities.

DESCRIPTION OF WORK

This position provides monitoring, consultation, and evaluation of community mental health programs within the behavioral health managed care system. It supports counties, providers, and organizations in meeting contract, regulatory, and program requirements. As a Human Services Program Representative 1, you will perform the following duties:

  • Program Consultation: Provide guidance on mental health regulations, service standards, and contract requirements
  • Data Evaluation: Collect, review, and analyze information to assess compliance and identify issues
  • Technical Assistance: Support counties and providers with financial reports, system management, and performance outcomes
  • Site Monitoring: Conduct on-site visits to review programs, investigate concerns, and assess service quality
  • Reporting Duties: Prepare clear reports, communicate findings, and track corrective actions for follow-up
  • Community Engagement: Attend meetings, coordinate with agencies, and represent the office in community planning opportunities

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. You will be required to report to 100 Lackawanna Avenue, Room 321, Scranton, Pennsylvania 18503 on Thursdays and on one other day of your choosing. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Scranton. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years of professional experience developing, implementing, or evaluating a human service program, and a bachelor's degree; or
  • An equivalent combination of experience and training.
