Join the Kentucky Department for Public Health’s Division of Maternal and Child Health and play a vital role in supporting the Women, Infants, and Children (WIC) Nutrition Program, one of the Commonwealth’s most impactful public health initiatives. We are seeking two motivated professionals who are passionate about improving the health and well-being of mothers, infants, and children across Kentucky. In these positions, you will collaborate with local agencies, provide guidance on program policies and procedures, contribute to the development and enhancement of program resources, and help shape the future of WIC services through research, analysis, and continuous improvement efforts.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as a result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Key Job Responsibilities

  • Provides technical assistance by phone, email, or in person to WIC participants, state staff, local agencies, and others.
  • Provides information and interpretation of policies and procedures regarding the complex WIC Program, the Management Information System (MIS) and Electronic Benefits Transfer (EBT) systems.
  • Assists in the development and implementation of new and innovative approaches to solving system issues and makes recommendations for policy and procedural modifications.
  • Performs research and analyzes the impact of new federal and state laws and regulations on the automated WIC system.
  • Reviews, records, and reports for compliance with regulatory and policy standards.
  • Writes, reviews, and updates policies and procedures for the WIC Program Manual related to the WIC MIS and EBT systems.
  • Provides assistance for user access, set-up, and operation of the automated WIC system.
  • Runs, reviews, and analyzes system reports.

  • Excellent interpersonal skills with the ability to communicate effectively and respectfully with people of diverse backgrounds and in various settings.
  • Excellent verbal and written communication skills.
  • Proficient use of computers, tablets, smartphones, Microsoft Office, Teams and Outlook for daily tasks.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field will substitute for the required education on a year-for-year basis.
