If you have experience leading program development and supporting staff growth, this Assistant Director II position with the Cabinet for Health and Family Services may be a good fit.
The Assistant Director II position supports Kentucky’s medical cannabis program by helping individuals with qualifying medical conditions gain safe, regulated access to medical cannabis. Within the Licensing and Access Division, this role oversees the licensing of medical cannabis businesses, practitioners, and the issuance of registry identification cards that enable patients to purchase from licensed dispensaries. The position is responsible for managing and analyzing division operations to ensure compliance with all policies and regulations, while leading staff in the execution of licensing and patient access functions. This role offers the opportunity to apply strong leadership, management, and communication skills to deliver essential services that directly benefit residents of the Commonwealth.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Five years of administrative or management experience, two of which must include direct supervision of personnel.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Additional administrative, management, or research experience will substitute for the required education on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.

Responsibilities of the position include, but are not limited to the following:
- Interprets Kentucky Medical Cannabis polices and regulations and communicates program requirements to staff, providers, patients, and the public.
- Provides technical guidance on licensing and patient access to medicinal cannabis practitioners, qualified patients, agency staff, and stakeholders.
- Recommends, develops, and implements branch operational policies and procedures.
- Reviews medical records to ensure compliance with applicable laws and regulations.
- Prepares, reviews, and ensures accuracy of reports and written correspondence.
- Represents the branch in meetings and serves on committees as assigned.
- Conducts training sessions and mentors staff to support professional development.
- Develops and delivers presentations to audiences of varying sizes and backgrounds.
- Assists in the development, evaluation and interpretation of program policies, procedures, and guidelines.
- Leadership and team management abilities.
