CeLeen, an operating firm of Command Holdings, is seeking a Safety Program Coordinator to support the National Guard Bureau (NGB), and the Army Interagency Training and Education Center (AITEC).

The Safety Program Coordinator reports to and receives work direction derivatives from the Project Manager. The Safety Program Coordinator is responsible for assisting the AITEC CBRNE Battalion Safety Officer in the management of the Commander’s safety and risk management program. The Safety Program Coordinator assists with the development and review of Risk Management (RM), hazards, mishaps, inspection findings, and identification and mitigation of training site hazards that impact unit operations. The Safety Program Coordinator additionally provides on-site safety during exercises and training events.

Responsibilities May Include, But Are Not Limited To

  • Responsible for and work closely with the Exercise Director, Exercise Planners, supported unit Safety Officer, exercise site/installation, and Role Players during exercises to identify and mitigate hazardous situations to prevent and/or stop unsafe acts during training exercises.
  • Participate in planning meetings to address anticipated hazards and location requirements associated with future operations to include but not limited to weather, training venue/range requirements, COVID-19 mitigation requirements, etc.
  • Complete a Deliberate Risk Assessment Worksheet (DRAW) prior to mission execution and turn into the Exercise Director and AITEC CBRNE BN Safety Officer for review and signature/approval.
  • As required, obtain access to the Joint Risk Assessment Tool (JRAT) to ensure seamless communications with AITEC CBRNE BN Safety Officer, Exercise Director and Exercise Planners for missions.
  • Create, maintain, and ensure the incident safety plan/Deliberate Risk Assessment Worksheet is briefed to the Joint Integrated Evaluation Team/Role players prior to mission execution.
  • Conducts pre-exercise safety briefs to ensure training units understand safety requirements.
  • Monitors all training exercises for potential safety hazards and makes corrections accordingly.
  • Coordinates with exercise on-site military and/or contracted emergency medical services support.
  • Assists with developing and maintaining safety standards and SOP’s by reviewing, advising and revising as needed.
  • Be a part of and assist with the AITEC CBRNE BN Safety Council.
  • Ability to conduct detailed reviews, analysis and evaluations of safety data, trends, reports, capabilities and operational requirements to assess and determine impact on the AITEC mission.
  • Maintain a database with all safety related activities per training/evaluation exercise.
  • Perform other related duties incidental to the work described.

Work Environment

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.
  • Ability to work in remote and rural environments.

Physical Demands

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.
  • Ability to drive a motor vehicle in environments including city, highway, and rural roads.
  • Must be able to occasionally lift and/or move up to 50 pounds.

Requirements

Basic Qualifications

  • Associate's degree //OR// 2 years relevant experience in lieu of degree.
  • Minimum of three years of relevant work experience.
  • Knowledge of exercise hazards and related safety procedures.
  • Ability to complete the US Army Leaders Safety and Occupational Health course or equivalent.
  • Ability to complete the US Army Risk Management basic course or equivalent.
  • Working knowledge of the following Army Regulations and doctrine:
    • Army Regulation 385-10 The Army Safety Program.
    • Department of the Army Pamphlet 385-30 Risk Management.
    • Army Techniques Publication 5-19 Risk Management.
  • Strong analytical and problem-solving skills.
  • Excellent organizational, planning and prioritization skills.
  • Excellent interpersonal skills.
  • Professional proficiency in English is required.
  • Excellent presentation, communication and organization skills.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Ability to pass a federal background investigation including fingerprinting.
  • Ability to pass a Tier 1 investigation.
  • Valid driver’s license (proof of which will be required after hire) and ability to qualify for and maintain CeLeen liability insurance through a clean driving record.

  • Knowledge of Reserve Component Automation System Safety Database.

    • IS – 100 Introduction to Incident Command System
    • IS – 130 How to be an Exercise Evaluator
    • IS – 200 ICS for single Resources & Initial Action Incidents
    • IS – 700 Intro to National Incident Management System
