POSITION SUMMARY

This position is responsible for collection and analyzing various water distribution system samples, industrial samples, wastewater samples, and surface water (creek and pond) samples. The main effect of proficient performance in this position is production of accurate and dependable laboratory test results and accurate assessment of industrial compliance with the County’s Pretreatment ordinance. These test results are required by the Georgia EPD and are used to determine compliance with permitted limits and may be used to levy fines on water plants, wastewater plants, or municipal separate storm sewer systems due to non-compliance. Results are used as guidelines by plant operators. The accuracy and dependability of the laboratory tests are important for public health, safe drinking water, and the prevention of excessive environmental pollutants. Accurate assessment of industrial compliance with Federal, State, and County regulations protects the wastewater collection system and the wastewater treatment facilities from harmful substances that may pass through or interfere with the treatment process.

Guidelines are State and Federal laws and regulations dealing with laboratory procedures, record keeping, and results reports. The incumbent adheres to County and Department policies and procedures.

Work typically involves standing, walking, and frequent lifting of light objects weighing up to twenty five (25) pounds. Work requires the use of computer equipment, laboratory equipment requiring a high degree of dexterity, and the ability to distinguish between colors. Work performed in the laboratory exposes incumbent to contagious and infectious diseases and irritating and toxic chemicals. Use of personal protective equipment will be required in some instances. Industrial inspection requires the analyst to physically walk through various industries in the County.

Contacts are typically with County personnel, State and Federal environmental personnel, Industrial personnel, and vendors.

Possession of a high school diploma or GED and a Water Laboratory Analyst Certification or a Wastewater Laboratory Analyst certification from the appropriate State agency is required. Proficiency using word processing and spreadsheet applications and a valid drivers’ license is required.


PRINCIPAL ACCOUNTABILITIES

  • Conducts laboratory analyses of water and wastewater samples from the County’s water treatment facilities, wastewater treatment facilities, water distribution system, and monitored industries.
  • Collects water samples from the County’s distribution system.
  • Assists with inspecting and monitoring permitted County industries and sampling their discharge to determine compliance with Federal, State, and County regulations.
  • Assists with collecting and analyzing water from surface water bodies (creeks and ponds) throughout the County.
  • Assists with conducting biological assessments of County watersheds, including habitat assessments.
  • Insures that all analyses performed meet the criteria set forth in Code of Federal Regulations.
  • Makes results of laboratory analyses available to Managers and Head Operators in a timely manner in order to effectively maintain the limits of the treatment facilities.
  • Adheres to the guidelines in the County’s quality assurance program which complies with the guidelines set forth in the current regulatory-approved edition of Standard Methods.
  • Assists the Laboratory Supervisor in implementing the laboratory safety program.
  • Maintains the laboratory in a clean and orderly fashion.
  • Performs other related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of water and wastewater testing procedures.
  • Knowledge of microbiology, chemistry, and math (algebra).
  • Knowledge of State and Federal regulations regarding the testing of water and wastewater.
  • Knowledge of Laboratory Safety procedures and guidelines.
  • Knowledge of record keeping procedures.
  • Knowledge of computer and related skills.
  • Knowledge of laboratory equipment operation, maintenance, and repair.
  • Skill in oral and written communications.
  • Skill using computers and various software applications including word processing and spreadsheets.
  • Ability to read and write at a level of proficiency required for the position.


DESIRABLE TRAINING AND EXPERIENCE

Possession of a high school diploma or GED is required. A Water Laboratory Analyst Certification and a Wastewater Laboratory Analyst certification from the appropriate State agency are required. A.S or B.S in a biological or chemical science or related field is preferred.

Excellent computer skills, proficiency using word processing and spreadsheet applications are desired. A valid drivers’ license is required. A combination of education and/or work experience may be substituted for minimum requirements.
