Description Of Job

The Colorado Department of Revenue (CDOR) Taxation Division is seeking a strategic and detail-oriented professional for the role of GRC Business Analyst (QA). This position is responsible for executing and managing the Quality Assurance (QA) Program services conducted by the Governance, Risk, and Compliance (GRC) Unit of Taxation's Research and Legislative Services (RLS) Section.

As a designated Staff Authority, you will design and develop risk-based, technical solutions to identify errors, quality issues, or opportunities for automation to maximize review and staffing resources Department-wide. Management and peers will rely on your specialized expertise in GRC principles and QA Program governance to provide essential consultation on broad program and policy directions, formulate strategic solutions, and ensure operational excellence.

What You'll Do

  • Acquire a comprehensive understanding of the operational environment to critically review and synthesize business data across targeted program areas.
  • Formulate, develop, and formally present strategic solutions and recommendations to key stakeholders to enhance organizational compliance, operational efficiency, and overall programmatic effectiveness.
  • Propose, develop, and implement measurable standards and Key Performance Indicators (KPIs) to evaluate the quality and successful completion of QA tasks against diverse criteria ranging from regulatory compliance to customer satisfaction.
  • Review tax data, accounts, refunds, and transactions for errors, variances to procedures, or signs of internal theft, corruption, sabotage, or fraud using IT tools, data analytics, and Artificial Intelligence (AI).
  • Formalize QA project scopes and establish dynamic traceability matrices to link business requirements to QA goals, preventing scope creep and ensuring alignment.
  • Utilize data extraction and analysis tools, such as Structured Query Language (SQL) and Python, to develop, maintain, and enhance data analytics models for the QA and Insider Threat Programs

Minimum Qualifications

Experience Only:

Seven (7) years of relevant experience in an occupation related to the work assigned to this position such as tax administration, computer information systems, regulatory compliance, or auditing.

OR

Education And Experience

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years

Preferred Qualifications

The ideal candidate will possess the following skills:

  • Extensive, detailed knowledge of Colorado's tax statutes, tax credits, tax deductions, internal review procedures, and GenTax configuration and database storage.
  • Proficiency in programming languages and data extraction tools, including Structured Query Language (SQL), Python, or Google Apps Script, to extract, cleanse, combine, and analyze large data sets.
  • Strong knowledge of Governance, Risk Management, and Compliance (GRC) principles, specifically QA Program Governance.
  • Demonstrated ability to translate complex, cross-functional findings into compelling recommendations that influence stakeholders and drive measurable improvements.
  • Experience proactively managing stakeholder engagement through continuous, transparent communication and formal review meetings.
  • Expertise in establishing Key Performance Indicators (KPIs) to govern the standards of successful task completion across a division.
  • Experience organizing and dashboarding data for visualized reporting and results.
  • Experience with GenTax.
  • Experience in tax administration.
  • Relevant certification such as CIA, IAP, CRMA, or CISA.

Conditions Of Employment With The CDOR

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .

Pursuant to the Universal Driving Standards Policy , any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

To Be Compliant With The New Fleet Vehicle Policy, Motor Vehicle Records (MVRs) Will Be Pulled For Review For Workers Who

  • Have an assigned State fleet vehicle
  • Are required to operate a vehicle as part of the position
  • Utilize a State fleet vehicle as a pool vehicle
