Job Summary

Collier County Board of County Commissioners is seeking a dynamic, enthusiastic and results-oriented professional to serve as its Manager of Talent Development and Technology. Reporting to the Division Director of Human Resources, the Talent Development & Technology Manager will be responsible for development and execution of organizational strategy for the continual development and retention of the organization’s team members. This will be accomplished through learning, career progression and other targeted development opportunities. Collier County is comprised of three departments including Growth Management Community Development, Public Utilities and Transportation Management, as well as a number of Divisions that support the organization’s operations, including Fleet Management, Human Resources/Risk Management, Information Technology, Procurement and Strategic Initiatives. Each department provides a variety of services to the residents of Collier County. We currently have approximately 2,100 full- and part-time employees on a year-round basis and add up to 150 seasonal employees in support of County programs at different points throughout the year.

Essential Functions

The selected candidate will be responsible for:

Directing the day-to-day activities of the Talent Development & Technology staff.

Overseeing the support, design, development, implementation, delivery, and maintenance of content, assets, and other resources used for on-line instructional functions through the County’s Learning Management System (LMS), in conjunction with other designated HR resources.

Developing and implementing training and development programs that support immediate and strategic organizational needs and goals. These include:

  • Designing and executing on-boarding and mandatory training programs for all new and existing staff to ensure consistent knowledge and skill, as well as augmenting productivity and employee satisfaction.
  • Leading the County’s efforts to identify opportunities for high school, undergraduate, and graduate internship placements in accordance with approved programs as well as use of the fellowship program. Oversees administration of tuition assistance for County employees participating in the program.
  • Assessing and managing the individual training and career development needs of County employees and designing and implementing programs to meet established individual employee’s career progression and development plans. Providing training and career guidance to employees; answering questions, providing information, and explaining practices, procedures, and intent of training and career development programs.
  • Developing long-term relationships within the community with the goal to partner for internship opportunities and identify potential talent in new or recent graduates for open positions.
  • Directing the County's leadership development efforts with the goal of equipping staff with the skills needed to be considered for future leadership openings within the organization, as well as to develop bench strength and plan for the successful transfer of institutional knowledge within the organization.
  • Assisting department and division leadership in developing training plans; creating and implementing an effective forecasting process for succession management and career planning.

Guiding and managing efforts of HR staff responsible to deliver programs related to employee engagement and recognition, such as the County’s Service Award and Values in Practice programs, and others, as well as the County’s discount/savings program.

Overseeing the County’s annual performance evaluation process, to include design, implementation, and periodic updates to the agency-wide performance appraisal program. Will provide guidance to directors, managers and employees related to program guidelines and requirements; and recommends and communicates approved agency core competencies and key performance measures related to the performance appraisal system.

Interacting with employees at all levels of the organization, as well as collaborating and networking with the leaders of local organizations such as the Association of Talent Development of Southwest Florida, District School Board of Collier County, Lorenzo Walker Technical College (LWTC), Immokalee Technical Institute (iTech), Florida Southwestern State College, Greater Naples Chamber and similar organizations to stay abreast of educational developments, resources and expected future trends.

Minimum Qualifications

Bachelor's degree supplemented by five (5) five years of related experience; must have demonstrated facilitation and excellent interpersonal skills.

Certification through the Human Resources Certification Institute (PHR, SPHR) or Society for Human Resources Management (SHRM-CP or SHRM-SCP) is preferred.

  • Salary offers above the minimum pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
