The District is continuing to build out its GIS team to support infrastructure growth and reduce reliance on outside consultants. This role will help take ownership of more advanced system functionality, integrations, and long-term scalability.
Mission:
The GIS Analyst IV will play a key role in owning and advancing the District’s GIS system. This includes managing system architecture, supporting pipeline infrastructure mapping, improving integrations, and ensuring the GIS environment can scale with the District’s growth. This person will work closely with engineering, operations, and field teams while also taking a lead role in technical decision-making.
Day to Day:
Collabera is seeking to hire a highly experienced GIS professional with strong technical and systems experience. Responsibilities may include, but are not limited to:
- Manage and enhance the District’s GIS system, including database administration and performance
- Configure and maintain ArcGIS Online, ArcGIS Server, and related services
- Support integration of GIS with other systems and applications
- Work with vendors and consultants on system upgrades and enhancements
- Create and maintain GIS data from CAD drawings, GPS, and field inputs
- Support and coordinate data collection efforts and ensure data accuracy
- Provide maps, reports, and analysis to support operations and planning
- Train internal staff on GIS tools, workflows, and data collection processes
- Support budgeting and planning for GIS systems, software, and equipment
Must Haves:
- 6 years of GIS experience supporting utility or pipeline infrastructure (water, electric, gas)
- Strong experience with ArcGIS, including system administration and database management
- Experience working with utility or underground assets (pipes, valves, hydrants)
- Experience integrating GIS with other systems (CAD, GPS, databases, or enterprise tools)
Plusses:
- Experience in a water district, municipality, or public works environment
- Experience with ArcGIS Server, web services, or GIS system architecture
- Experience with programming or scripting (Python, SQL, or similar)
- Experience supporting a small team or acting as a lead/sole GIS resource
- Experience with data governance, standards, and long-term GIS strategy

Salary : $98,000 - $165,999
