Asset Systems Management Analyst- Public Works (0926)

Under general supervision, performs work of moderate difficulty in the administration, configuration, implementation, integration, maintenance, and continuous improvement of Public Works asset management systems. 

• Administers, configures, maintains, and supports Public Works asset management systems and related applications
• Manages software by developing frameworks, managing user rights and collaborating with GIS staff to integrate updated GIS data.
• Identifies and coordinates GIS integrations, database maintenance, and automation efforts supporting asset management activities
• Coordinates non-GIS system implementations, upgrades, integrations, testing, and ongoing optimization efforts
• Collaborates with operational divisions, Information Technology, Geographic Information Systems, vendors, and end users to identify business requirements and improve workflows
• Develops, maintains, and monitors reports, dashboards, work orders, performance metrics, and asset data standards
• Performs system audits, data validation, and quality assurance activities to improve data accuracy and consistency
• Develops and documents business processes, procedures, training materials, and system standards
• Provides user training, technical support, troubleshooting, and guidance for system functionality and best practices
• Supports asset lifecycle planning, rehabilitation prioritization, and capital improvement planning through data analysis and reporting
• Research software trends, emerging technologies, and industry best practices to support continuous improvement initiatives
• Prepares technical, statistical, and narrative reports, correspondence, and presentations.
• Supervises assigned staff, consultants, or contractors as assigned

Essential functions include driving; working with and around others; working with frequent interruptions; repetitive (hand, wrist, elbow and shoulder) motion for computer work; visual acuity (near and far) for computer work and working with applicants; color vision for working with computer screen; hearing and speech for ordinary and conversations and training; touch for computer work.Bachelor’s degree in business administration, information systems, geographic information systems, engineering, public administration, or a related field; and three (3) years of progressively responsible experience supporting asset management, business systems analysis, GIS-integrated systems, or Public Works operational systems; OR any equivalent combination of education, training, and experience which demonstrates the ability to perform the duties of the position.

The ideal candidate is a collaborative, systems-oriented problem solver who enjoys using technology and data to improve how Public Works operates. They will have experience supporting business or asset management systems, analyzing workflows, developing reports and dashboards, and working with users to turn operational needs into practical solutions. The successful candidate will be comfortable working across technical and operational teams, managing multiple priorities, training users, troubleshooting issues, and taking ownership of continuous system improvement. Experience with Public Works operations, GIS-integrated systems, databases, SQL, or enterprise asset management software is highly desirable.
 
Preferred Qualifications: Experience administering or supporting enterprise asset management or work order management systems; experience with Public Works operations; experience developing reports, dashboards, queries, or data analytics using SQL or similar tools; experience with relational databases or GIS-integrated systems; experience with business process analysis and workflow improvement; experience coordinating software implementations, integrations, upgrades, or testing; experience providing system training and end-user support; and experience coordinating technology projects, vendors, consultants, or cross-functional teams. 

This position is non-exempt from overtime.

• Working knowledge of:
  • Enterprise asset management systems and work order management systems.
  • Public Works operations, including transportation, fleet, facilities, and heavy equipment maintenance activities.
  • Database structures, relational databases, GIS integration concepts, and data management best practices.
  • Business process analysis, workflow development, and continuous improvement methodologies.
  • Reporting platforms, dashboards, key performance indicators, and data analytics tools used to support operational decision-making.
• Skill in:
  • Administering, configuring, troubleshooting, and maintaining asset management and operational business systems.
  • Developing reports, dashboards, queries, and analytics using SQL, reporting software, and enterprise applications.
  • Analyzing business processes and implementing technology-based solutions to improve operational efficiency.
  • Training and supporting technical and non-technical users in the use of enterprise software systems and applications.
  • Project coordination, vendor collaboration, and managing multiple priorities and deadlines in a dynamic operational environment.
  • Supervising, coordinating, and training staff in the use of asset management systems and business processes.
• Ability to:
  • Evaluate operational needs and translate business requirements into effective system configurations and workflows.
  • Analyze data, identify trends, and develop recommendations supporting asset lifecycle and capital planning decisions.
  • Communicate effectively both orally and in writing with staff, management, vendors, and external stakeholders.
  • Establish and maintain effective working relationships with individuals from diverse professional and technical backgrounds.
  • Work independently, exercise sound judgment, and manage sensitive or confidential information appropriately
  • Supervise, mentor, and coordinate assigned staff, consultants, and contractors supporting asset management system operations and continuous improvement initiatives
