Under general direction of the Executive Director, provides strategic leadership, program oversight, and clinical supervision for the Innovation and Development (I&D) Division’s Mental Health Services portfolio. Performs work of substantial responsibility in the planning, implementation, coordination, and evaluation of school-based mental health programs serving Coconino County school districts. Performs related duties as assigned.

Coconino County Education Service Agency (CCESA) is seeking a Licensed Clinical Social Worker (LCSW), Licensed Master Social Worker (LMSW), or Certified School Psychologist to serve as the Mental Health Services I&D Division Manager. This full-time position provides division-level leadership for grant-funded and fee-for-service mental health initiatives while ensuring high-quality, evidence-based services across participating schools.

The Division Manager oversees the development and delivery of a continuum of school-based mental health supports, including prevention, early intervention, trauma-informed care, and targeted clinical services. Responsibilities include strategic planning, grant project management, budget oversight in coordination with CCESA fiscal staff, data collection and reporting aligned to federal and state requirements, and continuous quality improvement.

The Division Manager supervises mental health personnel and contractors, supports recruitment and retention of licensed professionals, and collaborates with district administrators to ensure alignment with MTSS frameworks, SEL initiatives, and school improvement priorities. This role also leads professional development and coaching for school staff to strengthen capacity in student mental health, behavioral support, and resilience-building practices.

The position serves as a liaison between CCESA, school districts, community partners, and funding agencies to ensure compliance, sustainability, and long-term impact of mental health programming across the region.

Please Note

This is a Limited Appointment position with an end date of June 30, 2027.

This position is partially grant funded and is contingent based on available federal funding.

Typical Duties

  • Leads and participates in multidisciplinary teams to assess student mental health needs and guide appropriate intervention and treatment planning across participating districts.
  • Conducts and/or oversees psychoeducational interviews, behavioral assessments, and preparation of required case documentation and professional reports.
  • Oversees collection, analysis, and submission of monthly service and outcome data for grant reporting and compliance purposes.
  • Develops and facilitates training for students, educators, and school teams on evidence-based coping strategies, trauma-informed practices, and behavioral supports.
  • Provides consultation to administrators and staff regarding available social, behavioral, and mental health services and referral pathways.
  • Provides direct mental health counseling services to students and consultative support to educators as needed to maintain program integrity and service continuity.
  • Oversees implementation of related service counseling in accordance with eligible students’ Individualized Education Programs (IEPs).
  • Develops and monitors individualized treatment and behavior support plans aligned to targeted intervention goals.
  • Ensures compliance with IDEA regulations, Arizona Revised Statutes
  • 15-765–767, and applicable federal and state guidance governing school-based mental health services.
  • Provides leadership for grant-funded initiatives, including project management, budget coordination, performance reporting, and alignment to funding requirements.

Minimum Qualifications

Master’s degree in social work, psychology, psychiatry, counseling or closely related field AND/OR at least two years of post master’s degree experience in a mental health program providing counseling and crisis intervention to adults under clinical supervision. Must be a licensed Clinical Social Worker, Counselor, or Clinical Psychologist in the State of Arizona.

ADDITIONAL REQUIREMENT(S): Must obtain an Arizona's Driver's license by date of hire and maintain it throughout employment.

Must obtain an Arizona Fingerprint Clearance Card.

This position is exempt from overtime.

Note: Individuals in exempt classifications as part time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.

This position is safety sensitive.

  • Knowledge of school systems and referrals for treatment.
