Nature of Work

Performs supervision and administration of the juvenile detention staff; under supervision performs work of moderate difficulty to maintain operations and the safety and supervision of the juvenile detention facility; performs work of moderate difficulty coordinating and leading staff; performs related work as assigned; and accepts rotating shifts and post assignments.

Typical Duties

  • Works diligently to build positive working relationships with detention leadership, and detention staff members to create a positive structure and a caring, safe, healthy, learning environment for detained youth;
  • Assists in the successful implementation of court and detention division initiatives, programs, and activities;
  • Works with detention leadership in the hiring and selection processes of new staff;
  • Assists leadership with new employee training and staff development;
  • Monitors work activities of subordinate officers; may assist in the evaluation of Detention Officers by providing feedback to management regarding work performance.
  • Helps to identify individual youth’s needs, challenges, and strengths in order to provide individualized services to each youth that promote positive outcomes from their detention experience;
  • Ensures staff compliance and fidelity to Federal, State, County and related laws, rules, regulations, policies and procedures for the detention center; determines rule infractions, takes appropriate action, and reports violations and/or incidents.
  • Ensures safety and security of the juvenile detention facility including the facility inspections, security and safety checks;
  • Handles emergency or crisis situations, including situation review and debriefing;
  • Processes new arrivals into detention facility and the release of youth out of the detention facility
  • Escorts juveniles throughout the facility, restrained or unrestrained; maintains appropriate level of safety and security during juvenile movement.
  • Observes the behaviors of juveniles and situations that occur, recalls facts and prepares accurate and detailed written reports;
  • Reacts to physical confrontations and emergency situations quickly and effectively using sanctioned techniques; takes appropriate actions to effectively de-escalate situations and applies mechanical restraints as necessary;
  • May testify in court;
  • Drives a court vehicle to transport juveniles, as required.
  • Utilizes Juvenile On-Line Tracking System (JOLTS)
  • Oversee and insure equipment is operating correctly and maintained. Including control room equipment, fire system and duty equipment.
  • Performs other related duties as assigned.

Essential functions of this position include but are not limited to: Incumbents will be required to stand and walk for at least half of their scheduled work shift and are required to possess the independent body mobility to bend, reach, kneel, crouch, crawl, stoop, and sit for prolonged periods of time and/or drive a vehicle; manual dexterity to reach, and grasp; handwrite or use computer keyboard; vision sufficient to see and read; hear and speak to communicate with customers in person and over the phone; may lift or restrain a detainee, may lift, push or pull materials or equipment of 50 lbs. or less.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Bachelor's degree in a related field and two years working with juveniles in a residential setting; OR

Associate's degree in a related field and three years working with juveniles in a residential setting; OR

Four years working with juveniles in a residential setting; OR

Any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.

Additional Requirements

Must obtain First Aid/CPR certification by date of hire and maintain it throughout employment. Must submit to background check prior to hire. Persons convicted of a felony are not eligible for hire within the Juvenile Detention facility. Forty hours of orientation training are required within first month on the job. Sixteen additional hours of COJET certified training are required each year. Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Final job offer will be contingent upon a satisfactory 5-year Arizona Motor Vehicle Report.

Preferred Qualificatons

Experience working with at-risk youth in a structured setting.

Experience or documented training in Trauma-Informed Care.

Experience or documented training in youth de-escalation techniques.

Experience creating and implementing youth-based programs.

Team-leading or supervisory experience.

This position is safety sensitive.

This position is exempt from overtime.

Note: Individuals in exempt classifications as part time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.

  • Institutional program development, administration and evaluation
  • Pertinent laws, regulations and guidelines
  • Practices and techniques of assessment, diagnosis, and counseling of juveniles
  • Community resources and programs
  • Principles of budget preparation and administration

  • Training, delegating and evaluating the work of others
  • Analyzing programs and services and structuring new programs and improvements
