Nature of Work
Under direction, performs planning, policy work, and administrative work of considerable difficulty for Environmental Health and Animal Services within the Health and Human Services Department. This position is responsible for managing the Environmental Health and Animal Services programs to ensure they operate in accordance with the latest regulations and best practices. This includes updating program policies and procedures, staying informed of regulatory changes, and implementing adjustments. The Regulatory Manager also supervises the Environmental Health and Animal Services Supervisors. This position requires 100% in-person work.
Typical Duties
- Plans, implements, administers, and evaluates environmental health and animal services programs that are relevant to the services provided to the public
- Researches, drafts, and implements approved policies and procedures to improve program efficiency and effectiveness
- Oversees vector control and zoonotic disease surveillance (i.e., rabies, West Nile, plague, etc.) and ensures compliance with applicable legal codes and community safety
- Recruits, supervises, coaches, and mentors assigned personnel
- Prepares and manages service unit budgets and collaborates in program goal-setting
- Provides leadership and guidance to program leaders within the division
- Writes and submits grant proposals
- Assist with revisions to local ordinances and internal policies and procedures
- Coordinates with related state, federal, and local agencies
- Coordinates with law enforcement agencies
- Negotiates, administers, and monitors contracts
- Activates a strategic plan
- Creates program policies and procedures
- Assures customer complaints, investigations, and program complaints are properly reviewed and investigated, and necessary actions taken to resolve the issue
- Performs complex public nuisance investigations, resolves complaints, and recommends enforcement actions to Director
- Assures staff have adequate training and maintain required licensure, registration, and certification
- Assures compliance with contracts and delegation agreements, federal and state statutes, local ordinances, administrative rules, and licensure requirements
- Assures building security and staff safety are protected
- Participates in public health emergency preparedness training and exercises
- Represents the programs on various committees, commissions, and boards in the community
- Perform related duties as assigned
Minimum Qualifications
Bachelor’s degree in biology, natural sciences, public health or closely related subjects, and four years of progressively responsible experience in management or administration of programs, and including at least two years of supervisory experience; OR
Associate degree in appropriate field or closely related field and five years of progressively responsible experience in management or administration of programs, including at least three years of supervisory experience; OR
Six years of progressively responsible experience in the management or administration of programs, including at least four years of supervisory experience; OR
Any combination of education, training, and experience that demonstrates the ability to perform the duties of the position.
Additional Requirements:
Must pass a background check, obtain an Arizona driver's license by date of hire, and maintain it throughout employment. The final job offer will be contingent upon a satisfactory background check and 5-year Arizona Motor Vehicle Report.
Preferred qualifications:
We are seeking a candidate with a minimum of two years of experience in a regulatory field, encompassing both technical work and staff supervision/management. Preferred qualifications include prior professional experience working for a local government or other public entity. A strong understanding of environmental health regulation, specifically the inspection and enforcement of health codes for public venues like restaurants, hotels, pools, and spas and familiarity with enforcing ordinances related to animal services, including dogs at large, barking complaints, cruelty laws, and rabies control.The ideal candidate is a seasoned regulatory professional with an exceptional blend of critical thinking and communication skills. A sophisticated problem-solver, adept at reading and interpreting complex codes, laws, and ordinances. A proven track record for making critical, high-impact decisions under pressure and effectively supporting teams in a fast-paced environment.

This position is exempt from overtime.
