Permit Specialist (Non Certified) - Building Inspections Department

Job Status: Full-Time Permanent (Classified)
FLSA Status: Non-Exempt (Eligible for Overtime)
Probationary Period: 180 Days
Salary: Minimum rate of $17.26 per hour

MINIMUM QUALIFICATIONS:
Minimum high school diploma or GED equivalent. Good public relations and customer service skills are required for this position. Must also have basic computer skills; ability to calculate fractions, decimals and percentage; read and write common vocabulary; proofread material, recognize errors, and make correction. Ability to interact with other staff. Duties are performed normally seated or standing and walking at will. Job requires no more than normal physical abilities such as visual and hearing ability. Work is performed in a standard office setting with adequate lighting, heating and ventilation.

JOB DUTIES:
Provide front-line customer service and technical support for all development related permits, including residential, non-residential, subdivision, and infrastructure projects. Duties include, but are not limited to: greet visitors, interview applicants, accept and review permit applications and plans for completeness; calculate and processes fees for all applications; process plans and routes submittals to appropriate departments. Process online applications through Citizen Self-Service (CSS) and monitor Sharefile submissions. Address customer complaints and refer customers to inspectors and other staff as needed.

Coordinate inspections by entering requests, scheduling with appropriate department; verifying application details, and issuance of permit. Process all payments. Process plans and permits after Plans Examiner review. Perform GIS-related tasks including but not limited to locating parcels, printing maps, and verify site access to water and/or sewer lines.

Prepares and processes forms, files and reports including, but not limited to: electrical disconnect notices; electric release forms for Duke Energy and other electric companies; Certificates of Occupancy, and Certificates of Completion. Contacts customers on OBC status in reference to fees; issues revision letters; prepares invoices and requests for refunds. Prints activity reports as needed. Enters and balances daily receipts. Distributes mail and maintains files. Assists in implementing new procedures to improve efficiency and service delivery.

Works alone or with other persons in short- or long-term team projects to resolve problems or conflicts in any area of operations or to complete assigned projects at the direction of supervisor or Department Head when assigned. Participates in cross-training and maintains proficiency in area of cross-training as necessary. Works to reduce or eliminate safety/risk concerns in current position or work location. Reports safety/risk management issues to immediate supervisor. New and other related duties as assigned.
