• Assists the Treasurer in supervising and supporting the finance staff under charge, in the performance of functions necessary to perform investment, debt and cash management and revenue activities.

• Assists in developing internal procedures, controls and policy for the investment, debt, and cash management and revenue functions.

• Cultivates and maintains effective working relationships with County staff, consultants, vendors, and the commercial banking and investment community.

• Coordinates financial initiatives concerning banking services and activities, economic and financial trends and money market conditions for investment opportunities.

• Assists with the implementation of enterprise-wide, day-to-day cash and working capital management program to include the maximization of return on investment balances without putting principal at risk consistent with Investment Committee and County policies and guidelines.

• Performs portfolio analysis and prepares performance reports, including performance comparisons with peer groups and relevant benchmarks.

• Assists with design and implementation of cash reporting standards, including positions, cash requirements, cash flows, and forecasts; prepares investment reports for proposals and contracts; prepares reports and delivers presentations as requested.

• Maintains current knowledge of trends and developments in cash and investment management for application to programs and functions under charge.

• Reviews, develops and/or modifies reports ensuring the integrity and accuracy of financial accounting transactions and data including the Board of County Commissioner’s Debt as required.

• Assists as necessary with reviews of the accounting and movement of funds for all BOCC bond issues to ensure compliance with bond indenture resolutions Treasury Regulations (arbitrage) and to ensure the timely and accurate payment of the debt service on those bond issues.

• Assists as necessary with the annual external County audit.  Works collaboratively with and provides assistance to both internal and external auditors i.e., responding to inquiries providing financial data..

• Assists the Clerk’s Office in its role as Plan Sponsor for the 457b deferred compensation program.   This includes recommending for selection and the ongoing monitoring of the plan’s investment options, education and communication, as well as oversight of solicitation activities. 

• Assists with short- and long-term strategic investment planning as well as provides periodic updates on financial markets and economic indicators to assist with the proper investment of County funds.

• Contacts brokers for investment bids and/or offers; executes trades for the purchase and/or sale of securities.

• Maintains broker relationships, monitors broker compliance with the Investment Policy as well as investment recommendations and financial market forecasts.

Bachelor’s degree in Finance, Economics, Governmental Accounting, Public/Business Administration, or closely related field is required.

Additional experience is accepted as a minimum requirement in lieu of a post-secondary degree on the following basis: additional four (4) years in lieu of a bachelor’s degree, and additional two (2) years in lieu of an associate degree. 

Five (5) or more years progressively responsible managerial, administrative and technical experience that provides expertise in cash management and investment practices, governmental accounting practices, and public finance management, including experience in/with capital markets, government bond issuance and municipal debt, investment banking, investment analysis and risk management. 

Preferred Qualifications
Certified Treasury Professional, Certified Government Investment Professional, Certified Public Accountant   and/or Certified Financial Analyst preferred.

Experience performing personnel management duties (i.e., supervising, training, hiring, disciplinary action, counseling, performance evaluations, recommending transfer, promotion, separation).
