PURPOSE OF CLASSIFICATION

To protect life and property, to respond to the needs of the general public, to deter criminal activity within the community, to enforce all county statutes, ordinances, laws, and regulations of state and federal government (if sworn), to provide aerial view and support to ground units, and to perform medical evacuations, special details, and specific assignments within an assigned unit.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. If sworn, enforces all county and state codes, ordinances, laws and regulations, in order to protect life and property and to prevent crime and promote security. Pilots helicopter for medical evacuation, EMS, public relations, photograph, VIP, training and other public safety related flights. Compiles mission, flight, and destination details; makes weather assessments; determines fuel requirements for operation; configures aircraft to accommodate operation and load requirements. Performs pre-flight and post-flight inspection of aircraft; maintains appearance and condition of police unit; always ensures aircraft readiness; directs physical loading and mission of aircraft. Monitors police frequency and responds to dispatch calls for aircraft services to support ground units during searches, surveillance, traffic control, and pursuits; stands by for emergency/medical evacuation and EMS. Performs crew and passenger briefings; communicates effectively and coherently over flight control and police/fire radio channels while initiating and responding to radio communications. Serves as pilot in command or observer when necessary; conducts flight reviews and performs field supervision of officers to ensure safety regulations and proper guidelines are followed. Prepares and files flight plans with appropriate authorities; opens/closes flight plan; reads and interprets Notices to Airmen (NOTAM), aviation maps, sectionals and charts; performs aerial navigation. Operates, interprets, and evaluates various aircraft related gauges, sensors, and instruments; reacts to and performs required action for caution/warning indicators; performs maintenance test flights and ground run operations. Coordinates and schedules aircraft maintenance; assists mechanic with aircraft maintenance; manages aircraft refueling operation; checks all fluids, air pressure, and tires; performs routine hangar maintenance as needed. If sworn, performs routine police patrol duties and ground activities including investigating accidents and reported crimes, interviewing citizens, conducting searches, pursuing fleeing and subduing resisting suspects, effecting arrests, backing fellow officers, and transporting prisoners. If sworn, documents case information; assists in the prosecution of offenders; appears in court to present evidence and testimony. Responds to questions, complaints, and requests for information by telephone or in person from merchants, community/civic organizations, the general public, employees, superiors, and other individuals. Maintains current aircraft, field and code manuals, FAA regulations, policies and procedures, employee handbooks, various aviation charts and maps and related material for reference and/or review; completes helicopter/aircraft logs and work sheets. Attends shift meetings, seminars, and specialized/update training sessions as required to maintain knowledge of departmental and county operations, to promote improved job performance, and to maintain knowledge of changing policies, procedures, codes, and laws; continually updates aircraft license and training. Completes and prepares a variety of forms, logs, requests, records, reports, correspondence, and various other documents associated with daily responsibilities of this position; maintains administrative records and files. Cooperates with federal, state, and local law enforcement agencies and their officers or representatives. Additional Functions Inspects ramp area for debris; acts as ground landing zone security officer as necessary; assists with landings in congested areas. Cleans and disinfects aircraft after medical evacuation flights; maintains hangar and offices; maintains weapons and equipment in functional and presentable condition. Performs other related duties as required.

MINIMUM QUALIFICATIONS

High school diploma or GED and any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a valid Georgia driver's license. Must meet all eligibility requirements. Must obtain and maintain certification in Cardiopulmonary Resuscitation (CPR). Must possess and maintain a Commercial Helicopter Pilot’s License.
May be required to attain and maintain additional certifications specific to assigned unit. Georgia POST certification as a peace officer preferred but not required.

Physical Ability: Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (20-50 pounds). (May be required to lift/carry a human being, push/pull a motor vehicle, do sustained physical combat.)

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions require exposure to adverse environmental conditions, such as odors, fumes, temperature and noise extremes, machinery, vibrations, toxic agents, disease, or pathogenic substances. .
