Engineer IV
Engineer IV in the Engineering Support Division will perform a variety of engineering duties of a complex nature related to project concept development; engineering reports; basic engineering design for municipal roadway and/or stormwater projects; and development of project scope, schedule and budget. Duties will also include candidate selection/development for grant opportunities, grant application development, and oversight of grant awards. This position will oversee the programming and development of the annual Capital Improvement Program for the Transportation, Flood Protection Program, Stormwater Quality and Coastal sections. This position will also oversee staff and consultant resources performing QA/QC plan reviews associated with Public Works Engineering CIP projects as well as coordinate limited QA/QC reviews with other Departments in the City for CIP projects affecting Public Works assets. This position will be responsible to receive, assign, and monitor metrics of such reviews. Position will supervise four engineers in the Engineering Support Division of Public Works Engineering. Representative work functions may include, but are not limited to:
- Comprehensive engineering support in all areas of civil engineering for the development of capital projects
- Candidate selection and application development for federal and state competitive grant funding opportunities for Transportation, Flood Protection, Stormwater Quality and Coastal projects
- Oversight of federal and state grant awards, including reporting and reimbursement requirements
- Coordination with State and Federal agencies regarding funding requirements
- Programming and development of the City’s six-year Capital Improvement Program (CIP) for the Roadways, Flood Protection Program, Stormwater Quality, and Coastal sections
- Oversee two staff engineers and consultant contracts performing QA/QC of all Public Works Engineering CIP projects and coordinate limited QA/QC reviews with other Departments in the City for CIP projects affecting Public Works assets. Reviews include reviewing project plans, manual, bid items, and associated contract documentation and reports to ensure compliance with the City, State, and Federal Standards and Specifications including the Public Works Design Standards Manual.
- Prepare project cost estimates, monitor expenditures, and prepare fund transfer requests to protect the City’s financial interests
- Perform and/or manage engineering studies
- Development and editing of dynamic presentations in PowerPoint and/or Prezi
- Providing limited engineering design work for municipal projects such as sidewalks, turn lanes, parking lots, minor stormwater infrastructure improvements, etc.
- Contract administration to assure City standards are met
