SUMMARY

The IT Specialist, under the supervision of the IT Manager, provides technical support and administration for all City of Tullahoma information systems. Responsibilities include installing and maintaining hardware, software, and peripherals; responding to user inquiries; and troubleshooting system, application, network, and hardware issues. The IT Specialist ensures each support request is properly documented by creating and updating tickets and follows issues through to resolution while maintaining clear communication with end users. The position performs advanced technical work in systems, applications, security, and network configuration; develops and maintains critical infrastructure; and recommends upgrades, patches, and new technologies. The IT Specialist is a self-starter and problem solver who can work both independently and collaboratively as part of a team.


EXAMPLES OF RESPONSIBILITY

  • Installs, configures, maintains, and troubleshoots physical and virtual servers.
  • Performs system monitoring, patching, backups, recovery procedures, and scheduled maintenance.
  • Manages cloud-based services and integrations, as assigned.
  • Configure, install, and maintain switches, routers, firewalls, wireless access points, and related equipment including remote access, VLANs, and other network segmentation, as assigned.
  • Provides technical assistance to City staff for hardware, software, and network issues.
  • Manages user accounts, passwords, permissions, and group policies in Windows and cloud environments.
  • Installs and maintains municipal applications (e.g., public safety systems, utility billing platforms, financial software, permitting systems).
  • Supports systems such as surveillance cameras, access control, SCADA interfaces, radios, VoIP, and public safety tools.
  • Coordinates vendor support and participates in procurement and implementation of new technologies.
  • Implements security controls, antivirus/endpoint tools, MFA, logging solutions, and security policies.
  • Responds to cybersecurity alerts, conducts investigations, and assists with remediation.
  • Supports compliance with state, federal, and grant-funded security requirements.
  • Participates in IT planning, modernization initiatives, and technology evaluations.
  • Assists in implementing upgrades, migrations, and infrastructure improvements.
  • Responds to after-hours emergencies or scheduled maintenance windows, as assigned.
  • Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Strong knowledge of Windows Server, Active Directory, Group Policy, DNS, DHCP, and virtualization platforms.
  • Familiarity with networking fundamentals (TCP/IP, VLANs, routing, switching).
  • Experience with cybersecurity best practices and security tools.
  • Ability to diagnose and resolve complex hardware/software issues.
  • Excellent communication and customer service skills.
  • Ability to work independently and collaboratively as part of a team, manage priorities, and maintain confidentiality of sensitive data.
  • Ability to demonstrate understanding, consideration, in respect of cultural, religious, and gender differences when interacting with the public and colleagues.
  • Ability to establish and maintain effective working relationships with other employees, vendors and service providers.
  • Valid Tennessee driver’s license.

EDUCATION, TRAINING AND EXPERIENCE QUALIFICATIONS

  • Technical certifications from an accredited technical school or an associate’s degree in computer science or closely related degree; or obtain within 6 months of hire.
  • Minimum of four (4) years of relevant experience in a customer focused position with a working knowledge of hardware repair, software installation, troubleshooting and diagnostic skills.
  • Experience with the testing and maintenance of new and current software.
  • Ability to obtain and maintain certification as required operating the municipal system.
  • Experience in public-sector or municipal IT environments preferred.
  • Experience with Azure AD, Office/Microsoft 365, or cloud service platforms preferred.
  • Any combination of experience and training that provides the required knowledge, skills, and abilities.

ADA REQUIREMENTS

Physical Requirements - Physical demand requirements are at levels for those of sedentary work and at times active work. Occasional performance of heavier tasks such as walking over rough or uneven surfaces; bending, kneeling, stooping, and reaching above shoulder level; lifting or carrying weights of twenty to fifty pounds; may require the dexterity to operate machinery or equipment. May involve extended periods of sitting at a keyboard.


Sensory Requirements - Tasks require visual perception and discrimination including color and depth. Tasks require perception and discrimination of odor and sound.

Salary : $61,056 - $67,411
