About the Department:

HCD plans, funds and operates programs which assist Tucsonans, and families to improve their housing options, their neighborhoods, and their lives. HCD is responsible for administering U.S. Department of Housing and Urban Development (HUD) programs including serving as the Public Housing Authority for the region. HCD owns and operates nearly 2,000 units of public and affordable housing, administers 5,500 Housing Choice Vouchers, and recently launched a resident services team to support tenants.

The Department also administers HUD entitlement grant programs including the Community Development Block Grant Program (CDBG), Home Investment Partnerships (HOME), Emergency Solutions Grant (ESG) as well as the City’s Human Services Program that funds services delivered by local not for profit agencies. The Department leverages these resources to support development of affordable rental housing, homeownership and repair programs, and homeless services.

This position will help manage the annual departmental budget of approximately $85 million.

Position Specific Summary
The Business Operations Administrator position at the City of Tucson’s Department of Housing and Community Development (HCD) is responsible for ensuring the efficient and compliant execution of operational activities that support the department. This role provides oversight of financial systems, resource allocation, budgeting, and compliance, ensuring adherence to all relevant regulatory requirements.
Work is performed under the supervision of the Director of Housing & Community Development. This position exercises supervision over division personnel.
Duties and Responsibilities
  • Oversees the daily operations of housing and community development programs, ensuring financial alignment with organizational goals and priorities. Develops and refines strategic workflows to enhance efficiency and service delivery within housing and community development programs. Monitors program performance, ensuring all deliverables are met within allocated budgets and timelines. Coordinates cross-departmental processes, implements organizational policies, and optimizes operational workflows to advance the goals and priorities of the department.
  • Provides oversight and management of program budgets, tracking expenditures, and optimizing financial resources to meet program objectives. Collaborates with finance teams to ensure timely allocation and tracking of program funds. Ensures compliance with federal and local housing and development regulations, including Public Housing Authority functions and financial requirements.
  • Prepares and submits financial reports on funding, program progress, performance and compliance. Reviews how funds are spent, ensuring required local, state, and federal rules, including guidelines from the Housing and Urban Development (HUD) department, rules for hiring local workers (Section 3), fair wages (Davis-Bacon), and ensuring participation from minority and women-owned businesses.
  • Acts as a liaison between finance teams and internal departments, such as Business Services, Human Resources, Procurement, Information Technology (IT), Risk Management, and Facilities Management. Coordinates with program managers, contractors, and service providers to ensure financial milestones and budgetary goals are achieved.
  • Prepares detailed reports and compliance documentation for internal stakeholders and funders. Identifies trends, assess financial effectiveness, and propose data-driven recommendations for program financial improvements. Supports the creation and maintenance of dashboards and tracking tools to monitor financial performance and outcomes.
  • Assists with insight and updates on departmental financial policies, procedures, and related administrative directives. Coordinates department travel and training program. Facilitates program change management and training.
  • Performs all other duties and tasks as assigned.

MINIMUM QUALIFICATIONS
Education
Bachelor's degree
Experience
Five (5) years of directly related experience
Equivalency
Any combination of relevant education and experience may be substituted on a year-for-year basis.
License/Certifications
Preferred Qualifications
Master's degree in Business Administration, Public Administration, Urban Planning, or a related field.

Experience with HUD regulations, affordable housing programs, and federal compliance requirements.

Experience in operations management and financial management.

Background in financial management and accounting within public sector or public housing authority settings.

Fluent in both English and Spanish, with strong speaking and writing abilities in both languages.
