This position is a grant-funded position expected to last for up to seven (7) years under a Choice Neighborhoods Implementation Grant from the U.S. Department of Housing and Urban Development (HUD).
Position Specific Summary
The Community Reinvestment Manager position at the City of Tucson’s Department of Housing and Community Development (HCD) is responsible for community engagement, planning, and neighborhood reinvestment efforts in designated focus areas, such as “Thrive in the 05” and “29th Street Thrive Zone” programs. This position oversees management and collaboration of neighborhood investment projects and management of Housing and Urban Development (HUD) Choice Neighborhood grants, ensuring alignment with citywide housing and community development strategies, including federal priorities and grant requirements.
Work is performed under the supervision of the Community Services Administrator. This position exercises supervision over program personnel.
Duties and Responsibilities
  • Develops and implements strategic plans designed to revitalize and improve communities for reinvestment in designated Thrive Zones, aligning with citywide housing and economic development goals. Engages and builds partnerships with residents, businesses, nonprofits, and other stakeholders to co-create investment strategies and community-driven solutions. Manages outreach efforts to ensure inclusive participation, addressing barriers to engagement among historically underserved populations. Collaborates with residents, stakeholders, city departments, and public and private partners to advance strategic investments, foster inclusive growth, and align resources with community needs.
  • Manages and evaluates community-identified implementation projects such as action activities, coordinating timelines, budgets, and stakeholder involvement to ensure successful execution. Coordinates public-private investments, leveraging city resources, grants, and other funding opportunities to maximize community benefits. Works across city departments and external agencies to streamline services, enhance infrastructure, and improve access to housing, jobs, and essential resources.
  • Oversees the management and compliance of HUD Choice Neighborhoods grants and other applicable funding sources, ensuring effective implementation and alignment with community priorities. Develop, implement, and monitor detailed work plans, budgets, reporting systems and communication protocols to ensure timely completion of Transformation Plan goals, adherence to budget, compliance with HUD and other regulatory agency requirements, and fulfillment of partner commitments. Oversees data collection, program evaluation, and reporting to assess progress, measure impact, and inform policy recommendations.
  • Manages supervisors to ensure they effectively oversee their teams and meet program objectives. Supervises program leads and staff, ensuring efficient operations and program success. Reviews and approves time off request. Provides training, guidance, and support to enhance the performance of all team members. Addresses grievances, resolves staff concerns, and conducts performance evaluations. Supports recruitment and assists with department salary recommendations.
  • Attends community events and public meetings to engage with residents, gather feedback, and promote community initiatives. Sets up and staffs events to ensure successful event execution and resident participation.
  • Evaluates project staff and volunteer and intern performance, provides coaching to support success, promotes proficiency in work assignments, while adhering to City policies and procedures.
  • Performs all other duties and tasks assigned.
Working Conditions
  • Mostly office environment. This position occasionally includes standing, walking, bending, lifting, carrying, and transporting of materials, event supplies, outreach materials, while setting up and staffing community events.
  • Regular evening and weekend work required. Travels to off-site locations as needed

MINIMUM QUALIFICATIONS
Education
Bachelor's degree
Experience
Three (3) years of directly related experience
Equivalency
Any combination of relevant education and experience may be substituted on a year-for-year basis.
License/Certifications
A valid and unrestricted driver’s license with two (2) years of licensed driving is required - Various
Preferred Qualifications
Master’s degree in planning, public administration, social work, policy, public health, or related field.

Bilingual or multilingual proficiency in Spanish or other language(s) commonly spoken in the community, such as Swahili, Kinyarwanda, Arabic, Dari, Somali.

Experience in:
Five (5) years or more in urban planning, community development, housing, social service, community organizing, or public information/communications.

Community planning and engagement with diverse and underrepresented populations.

Management of large-scale HUD or federal grants/programs.

Leadership or management in a municipal or nonprofit setting.

Project management, including overseeing investment projects, community planning processes, budgets, and stakeholder coordination.

Direct personal experience of housing instability, public housing residency, and/or living in a high-poverty neighborhood.
