The Department
The Position
This position will serve as a key technical and functional lead within the Applications domain, with primary focus on ERP systems, business process optimization, and service delivery improvement. This position will collaborate closely with Finance, Human Resources, and operational departments to evaluate current state workflows, translate business requirements into scalable system solutions, and support the implementation of a modern and integrated ERP platform.
The Systems Analyst - Applications and Analytics leads functional and technical activities related to ERP implementation, configuration, testing, deployment, and post go live optimization; partners with departments to streamline workflows, modernize business processes, and improve service delivery outcomes; conducts current state and future state process analysis to identify inefficiencies and recommend system-enabled improvements; supports integrations between ERP and other enterprise systems to ensure data integrity, reporting accuracy, and operational continuity; ensures enterprise applications are secure, compliant, reliable, and aligned with City governance and technology standards; serves as a trusted advisor to management by translating complex technical concepts into clear and actionable solutions; and performs related duties as required.
This position plays a critical role in ensuring that enterprise technology investments translate into measurable operational improvements, increased efficiency, and long-term organizational value.

Ideal Candidate
Successful candidates will possess the following:
- Strong understanding of enterprise systems and the critical role they play as foundational service delivery tools that directly impact employees, departments, and the community;
- Proven ability to bridge business and technology, ensuring that system design decisions align with operational goals and long-term organizational strategy;
- Demonstrated expertise in enterprise systems analysis, design, implementation, and lifecycle support within complex, mission-critical environments, preferably in a public-sector or highly regulated setting;
- Proven ability to lead large-scale applications and analytics initiatives, coordinating cross-functional teams, vendors, and stakeholders through planning, testing, deployment, and change management phases;
- Advanced proficiency in relational database design, administration, and optimization (e.g., SQL Server, Oracle, PostgreSQL), including data warehousing, ETL processes, and data governance best practices;
- Strong programming and automation skills using SQL, Python, JavaScript, and related tools to develop integrations, enhance system functionality, and streamline business processes;
- Expertise in enterprise analytics and business intelligence platforms (e.g., Power BI, Power Platform, Fabric), with the ability to develop complex dashboards, visualizations, and executive-level reporting to support data-driven decision-making;
- In-depth knowledge of IT governance, cybersecurity, regulatory compliance, disaster recovery, and business continuity planning to safeguard critical public services and ensure adherence to applicable laws and standards; and
- Strong leadership, supervision, and communication skills, with the ability to mentor staff, manage priorities and budgets, present technical concepts to non-technical audiences, and serve as a trusted advisor to executive and departmental leadership.

Only those candidates who best meet the City and Department's needs will be invited to participate in the testing process, which will consist of the following components:
Oral Interview: Weighted 100% (Tentatively scheduled for March 31, 2026)
Department Interviews are tentatively scheduled for the week of April 13, 2026.
The tentative test dates will be based on a sufficient number of qualified applications received by the first review date. If a sufficient number of applications are not received by the first review date, there is the possibility that the test date may change to a later date.
