The Department
The Position
This position will support mission-critical Public Safety systems, including Records Management Systems (RMS), Computer-Aided Dispatch (CAD), and other operational applications. This position works closely with Public Safety personnel, department leadership, and vendors to ensure systems are stable, secure, compliant, and aligned with operational requirements.
The Information Technology Analyst - Applications and Analytics will respond to and resolve incidents and service requests in accordance with established Service Level Agreements (SLAs); analyze and troubleshoot application issues, working collaboratively with vendors and internal stakeholders to implement timely solutions; gather and document business and technical requirements for system enhancements and upgrades; support application configurations, integrations, API connections, and data exchanges between Public Safety and enterprise systems; participate in workflow analysis, testing (unit, integration, and user acceptance), and production deployment support,; prepare and maintain technical documentation, system procedures, and change management updates; support security, compliance, and governance processes under senior staff guidance; contribute to business process improvement efforts to enhance operational efficiency and service delivery; and perform related duties as required.
This position offers the opportunity to directly support technological systems essential to public safety operations and community services. The Information Technology Analyst - Applications and Analytics will work on highly visible, operationally critical platforms while contributing to the City’s broader modernization efforts.

Must possess and maintain a valid California Class C driver's license.
Certifications in enterprise system management, programming, analytics, project management, and ITIL are highly desired.
Ideal Candidate
Successful candidates will possess the following:
- Demonstrated experience supporting enterprise applications and databases, including troubleshooting, integrations (APIs), performance tuning, and system enhancements in cloud and/or on-prem environments;
- Strong analytics and reporting skills with experience developing dashboards, queries, ETL processes, and data models using business intelligence and database tools;
- Proficiency in scripting languages such as Python, SQL/PLSQL, JavaScript, PowerShell, or similar technologies;
- Demonstrated ability to gather and translate business requirements into technical solutions, including documentation, testing (UAT), and collaboration with stakeholders and vendors;
- Working knowledge of IT governance frameworks and best practices, including change management procedures, cybersecurity principles, compliance tracking, and service management processes;
- Demonstrated ability to provide excellent customer service, communicate technical concepts clearly to non-technical users, and support multiple departments effectively;
- Proficiency in working with stakeholders in developing business requirements;
- Strong critical thinking and sound judgment, with the ability to prioritize tasks and adapt to changing demands;
- Ability to build strong working relationships with colleagues, management, vendors, and City staff through professionalism, collaboration, and trust; and
- Commitment to continuous learning and professional growth, with a proactive approach to staying current on emerging technologies and industry best practices.

Oral Interview: Weighted 100% (Tentatively scheduled for March 26, 2026)
Department Interviews are tentatively scheduled for the week of April 13, 2026.
The tentative test dates will be based on a sufficient number of qualified applications received by the first review date. If a sufficient number of applications are not received by the first review date, there is the possibility that the test date may change to a later date.
