Position Purpose/Summary

Responsible for monitoring all of the applications to the Zoning Board of Appeals, scheduling of the agenda for monthly Board meetings, publishing of legal ads, and seeing that all pertinent paper work is filed with the City Clerk’s Office for compliance with federal or state law, rule or regulation. This position works closely with the zoning and building inspectors to relay necessary information. Work is performed with exercise of considerable initiative and judgment in making work decisions of important public and legal consequences, under the supervision of the Building Commissioner or designee, whom reviews work through reports and conferences. Supervision is frequently exercised over clerical employees of a lesser grade.

Essential Functions

  • Clerical work of considerable difficulty and specialization, complexity, and decisions which require the ability to type at moderate speed from copy of more than average difficulty.
  • Supervises clerical staff of lesser grade.
  • Coordinates work reception and flow of electrical permits, plumbing, building, zoning and weights and measures inspectors’ letters, reports and spread sheets.
  • Provides technical assistance, answers questions and resolves problems within the defined record area. Helps to train and assist the public with the online permit entry.
  • Provide information and customer service to plumbers, electricians, contractors, lawyers, realtors, builders and the general public.
  • Reviews applications to verify historical districting and applicability.
  • Coordinate the collection and reporting of statistics as required by law.
  • Monitor regularly the accuracy, completeness and timeliness of plumbing, electrical, building, gas, zoning and weights and measures permits and processing their activities.
  • Assists with gathering department information and documents to respond to Public Records Requests.
  • Processes all permits, plans, cards and documents filed with the Building Division office for compliance with federal or state law, rule or regulations and following all appropriate procedures.
  • Prepares documents and notices of violations as needed for the Law Department.
  • Validates and reviews filed inspections, court order, notes, pictures, and articles of violations prior to NOV release, court case filing, or request of administrative review.
  • Utilizes the Registry of Deeds to verify owner information.
  • Process batches in Munis for checks, fines, fees and abatements.
  • Reviews uploaded documents, validates fees and payments for all permit types.
  • Reviews application descriptions for possible needed administrative reviews. Checks for proper applications, workflow, and user groups.
  • Utilizes Accela to dispatch, schedule, and reschedule inspections.
  • Reviews online permitting platform for required documents and licensing.
  • Attends monthly board meetings, keeping the minutes of the meetings, sending notices to abutters of the properties involved and notifying the City departments involved in the performance of the Zoning Board Appeals.
  • Performs related work as required or assigned.

Knowledge, Skills, and Abilities

  • Ability to work in a timely manor in order to satisfy the legal requirements of the Zoning Board of Appeals.
  • Working knowledge of modem office practices, procedures and equipment.
  • Ability to utilize interpersonal skills, including the ability to establish and maintain effective working relationships with employees and the general public.
  • Ability to make independent work decisions in accordance with policy, law and regulations.
  • Ability to identify and understand problems and to determine appropriate measures.
  • Ability to independently develop, layout, install and revise procedures at the direction of the Building Commissioner.
  • Performs extensive public contact work of considerable technicality involving the interpretation of controlling laws, ordinances, policies, and regulations, and requiring a thorough knowledge of departmental functions and operations.
  • Maintains and prepares reports and related records of considerable specialization and importance involving frequently independent judgments. This work includes generating and maintaining spread sheets that are deemed necessary by the department head or designee, and constructing templates for the Zoning and Building Departments’ letters of violation and code enforcement.
  • Ability to maintain clerical records of considerable complexity and prepare reports. Also, the ability to develop, lay out, install, and revise departmental clerical procedures and operations from general instructions.
  • Ability to compose independently correspondence of a routine or standard departmental nature and use initiative and judgment in the arrangement of the material typed.
  • Thorough knowledge of departmental procedures, practices, especially as related to building, plumbing and gas and electrical permits procedures.
  • Considerable knowledge of laws, rules and regulation governing work performed.
  • Ability to establish and maintain effective working relationships with other municipal personnel, and the general public.

Education and Experience

  • Graduation from standard high school, supplemented by computer courses, work shops and seminars related to the Building Division.
  • Several years experience in the complex and responsible clerical work involving Building Department procedures.
  • Considerable knowledge of laws, rules and regulations governing work performed.
  • Thorough knowledge of departmental procedures and practices.

Paid Personal Days
Use up to 3 of your accrued sick days as Personal days. Personal days cannot be rolled over into the next calendar year.
