What are the responsibilities and job description for the Distribution & Collections Coordinator- Sanford location position at City of Sanford, NC?
Assisting with planning and supervising the installation, maintenance and repair of water and wastewater lines and appurtenances; maintaining records and files; preparing reports.- Assists with the recruitment and selection of division personnel; supervises, assigns, directs, trains and inspects the work of staff; rewards, disciplines, coaches, counsels and evaluates staff performance; develops staff schedules; recommends transfers, promotions, suspensions, terminations, and demotions.
- Assists with the development and administration of the division operating and capital improvement budgets; monitors expenditures; prepares reports and other documents; maintains records and files.
- Meets with Administrator regarding status of division operations; assists in coordinating response to emergency situations.
- Identifies repair projects that exceed division capabilities; prepares and awards bids in accordance with established policies and procedures; conducts job site inspections to ensure conformity with contracts.
- Makes field inspections on projects to review progress and ensure completion.
- Enforces safety regulations, departmental policies and procedures; ensures work complies with standards.
- Receives and responds to citizen inquiries and complaints; responds to emergencies; remains on-call.
- Assists in reviewing ordinances related to water and wastewater, and provides input for updates.
- Develops maintenance and repair cost estimates; estimates time for project completion; analyzes staff efficiency.
- Ensures that all personnel maintain required training hours to maintain certifications; coordinates and schedules required courses.
- Operates leak detection equipment to locate leaks in the distribution system.
- Serves as the Administrator in their absence, as assigned; performs related tasks as required.

Qualifications
We are looking for a detailed individual who possesses thorough knowledge of the theory, processes, methods, techniques and practices used in the repair, maintenance, rehabilitation and construction of water and wastewater lines, the machines, tools, equipment and materials used in operation, maintenance and repair of water and wastewater systems, the mechanical and hydraulic engineering principles involved in water and wastewater operation; comprehensive knowledge in preparing correspondence, detailed and complex technical reports, the use of standard office equipment and associated software; ability to make arithmetic computations, perform cost analysis calculations, compute rates, ratios and percentages, establish and maintain effective working relationships with associates, engineers, State officials, contractors, vendors, elected officials and the general public.
Special Requirements
The position requires any combination of education and experience equivalent to graduation from an accredited college or university with major coursework in business administration, or related field and moderate experience in the maintenance, repair and/or construction of water and wastewater lines. Possession of a valid NC driver's license upon hire. Possession of NC Grade III Water Pollution Control Collections System Operator, Cross Connection Control System Operator, and “A” Distribution Water Distribution Operator certifications upon hire or must have the ability to obtain. Must meet and maintain all certification, license and training requirements for position.
