Under general direction of the Purchasing Manager, the Purchasing Agent is responsible for facilitating the procurement and distribution of equipment, supplies and services as requested by user departments; performs related duties as assigned.
Purchases supplies, materials, services, and equipment; locates or promotes possible new sources of supply. Reviews departments’ requests for proposals, requests for bids, and requests for quotes for compliance with state and local laws, policies and procedures. Prepares annual contracts for supplies for City, as applicable. Maintains office supply room. Reviews departments’ annual contracts listing to assure compliance with timely renewal. Works with departments to establish standardization of materials, supplies and equipment; makes recommendations for consolidation.
Explores cooperative purchasing agreements and online purchasing opportunities. Keeps abreast of purchasing trends, purchasing laws, and purchasing technology; makes recommendations for improvement and compliance as applicable. Conducts training to departments on purchasing laws, policies and procedures.
Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.
Associate degree in Business or related area and three years progressively responsible purchasing experience including one year buying experience in an established municipal procurement operation, or an equivalent combination of related education and experience. Bachelor’s Degree and CPPO certification desired.
Extensive knowledge of state and federal laws regarding bid procedures and purchasing statues; considerable knowledge of a variety of commodities; good knowledge of market conditions and sources of supply; good knowledge of governmental budgeting policies and procedures; ability to work with department heads, staff and vendors and maintain effective work conditions; must be able to work under stress and meet deadlines. Knowledge of electronic bid process.
Ability to make independent judgement, organize and expedite orders; communicate effectively with vendors, and user departments; ability to maintain accurate records and prepare reports. Ability to work well under pressure. Knowledge and skill in the operation of various computer programs: Word, Excel, etc.
Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
Works primarily in a climate-controlled office environment. Frequent lifting of objects weighing 20 lbs. and occasionally lifts objects weighing 40 lbs. Physical demands include walking, standing, reaching, crouching, and sitting for prolonged periods. Work causes light fatigue of eyes, fingers, and other facilities because of fairly continuous use of motor skills.
