Nature of Work
Under the direction of the Strategic Communications & Engagement Director, the Graphic Design Assistant will support the City of Rochester by creating high-quality visual materials that communicate information clearly, strengthen the City’s brand, and support departments across the organization. This position is responsible for producing graphic design assets for print, digital, web, presentations, campaigns, and public-facing materials. Typical duties include managing design projects with a high level of independence, applying brand standards consistently, adhering to the WCAG 2.0 AA accessibility standards, and developing visually effective materials that help tell the City’s story.
Work Schedule: 14 hours per week – flexible schedule, may require evening work. This position has the option to be 100% remote with occasional in-person meetings.
Pay – $30.00-$36.00 per hour
Benefits – This position is not eligible for benefits except those required by law such as Earned Sick and Safe Time (ESST), Public Employee Retirement Association (PERA) and workers compensation.

Education and ExperienceHigh school diploma or equivalent (GED), plus experience, training, or coursework in graphic design, visual communications, marketing, or a related field.

- Complete projects and assignments with a high level of independence and self-direction
- Independently manage project workload, timelines, and priorities
- Create clear, effective, and visually engaging graphic design materials for print and digital use
- Translate complex information into accessible visual formats
- Prepare final files for print, digital publication, presentations, signage, social media, and other communications needs
- Revise and refine designs based on feedback while maintaining project deadlines
- Provide graphic design and visual brand support
- Design materials for campaigns, events, community engagement efforts, and organizational initiatives
- Create branded templates, layouts, graphics, and visual assets for use across departments
- Support the consistent application of the City’s brand standards across materials and platforms
- Help maintain, organize, and expand brand assets and design resources
- Ensure designs reflect accessibility, readability, and inclusive communication principles when appropriate
- Ensure all graphic design materials align with WCAG 2.0 AA digital accessibility standards, including appropriate color contrast, typography, alt text, and accessible document design
- Support organizational and departmental visual communication needs
- Partner with departments to understand design needs and deliver effective visual solutions
- Assist in developing visual concepts that support City priorities, programs, and services
- Contribute creative ideas that strengthen brand engagement and public understanding
- ESSENTIAL FUNCTIONS
Education and ExperienceHigh school diploma or equivalent (GED), plus experience, training, or coursework in graphic design, visual communications, marketing, or a related field.
Preferred Qualifications
- Experience creating graphic design materials for digital and print platforms
- Proficiency in Canva and/or Adobe Creative Suite, especially Illustrator, InDesign, Adobe Acrobat and Photoshop
- Experience applying brand standards across a range of materials
- Experience preparing files for print production and digital publication
- Strong layout, typography, and visual communication skills
- Experience working with multiple stakeholders and balancing competing priorities
- Familiarity with accessibility best practices in visual communication is desirable
