The City of Roanoke is seeking a Retirement System Manager to provides oversight of retirement programs and system. The successful candidate will be responsible for financial reporting and oversight of the external audit and selection and installation of systems for retirement and serve in an advisory capacity regarding investment of city funds. Bachelor's degree from four-year college or university with a major in accounting; Master's degree preferred; Ten years progressively responsible professional experience in governmental accounting; or equivalent combination of education and experience. Certified Public Accountant preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Responsible for oversight of systems selection, implementation and maintenance pertaining to retirement
Interprets federal and state laws, local ordinances and procedures to insure compliance of financial activities
Oversees all technical financial operations of the retirement system
Responsible for financial reporting and compliance with SEC requirements and to meet federal and state standards as applicable
Provides oversight for reporting and compliance of payroll and vendor disbursements with the Internal Revenue Service
Assists in the management of the city's pension and purchasing card systems including development of policies and procedures, selection of investment consultant and portfolio managers, systems development and coordination with actuaries and other professionals
Assists in the preparation of the City's annual operating and capital budgets
Assists with the planning and issuance of long-term financing for capital projects
Participates in investment decisions of municipal funds for the City of Roanoke
Participates as needed on the Budget Committee, and with all major capital financing initiatives
Prepares and presents reports for the Director of Finance as required
SUPERVISORY RESPONSIBILITIES
Supervises an assigned staff in the Retirement Division. Is responsible for the overall direction, coordination, and evaluation of units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.QUALIFICATIONS

Salary : $93,405 - $149,450
